From what I have read it seems you must have you’re home state permit to obtain an non resident PA permit. Do I have to apply in person? My parents live in the Sugar Grove area and I come up to visit in the summer. I obtained an non resident UT permit a few years ago and just after there was no reciprocity with PA.
