Warren County Commissioners Public Meeting

August 3, 2016 10:00 a.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from July 13, 2016. Motion carried unanimously.

Fiscal Report: Due to the absence of our Fiscal Director there was no report given.

Approval of the Forest/Warren DUI Program Grant: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Forest Warren DUI Program Grant. Motion carried unanimously.

Repository Tax Bid: Commissioner Cindy Morrison stated that a repository tax bid was received from Stewart Hoyt in the amount of $700.0o for Parcel CY-347-272900-000 in Columbus Township.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $700.00 bid from Mr. Hoyt for parcel CY-347-272900-000. Motion carried unanimously.

Commissioner Cindy Morrison then stated that we received a repository tax bid in the amount of $700.00 from Mr. Hoyt for parcel CY-347-275500-000 in Columbus Township.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $700.00 bid from Mr. Hoyt for parcel CY-347-275500-000. Motion carried unanimously.

Awarding of the Library Keystone Grant Projects: Commissioner Cindy Morrison stated that there are four projects under this grant; Project Sign, Tree Removal; Roofing Project, and the Chiller Replacement.

Commissioner Jeff Eggleston gave a brief overview of the entire project and thanked Steve Sigmund for his hard work and for providing a matrix that reviews all aspects.

Michelle Alaskey stated that she too was part of this bid process and the county and library has followed the bid process as stated in the requirements of the guidelines.

Commissioner Jeff Eggleston stated that if the project is not awarded to the lowest bidder, it is because when all the unit costs and other charges were put into play, the lowest base bidder was not the overall lowest bidder.

Steve Sigmund stated that the higher costs on some of the projects like the tree removal and or the project sign, it is because the requirements are more extensive.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the Project Sign to William T. Spader Co. in the amount of $4,900.00. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the Tree removal to William T. Spader Co. in the amount of $5,800.00. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the Roofing project to Jamestown Roofing in the amount of $182,900.00. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the Chiller Replacement to Citadel Services Inc. in the amount of $56,183.00. Motion carried unanimously.

Human Services:

Children & Youth: 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal year 2015-2016 county match for Forest Warren Human Services in the amount of $816,892.00. Motion carried unanimously.

Citizens Comments/Concerns:

Steve Sigmund brought to the attention that part of the Library Project Grant is that the board has to decide if things go bad, do they want to go with binding arbitration or litigation.

Motion carried unanimously deferred to our solicitor Michelle Alaskey for her opinion. Michelle Alaskey stated that while litigation does cost a little more dollars, she would rather have a panel of twelve deciding the fate rather than a panel of three and you can always turn to arbitration, but if you check binding arbitration, you give up the right to go with litigation.

Motion was then made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to utilize litigation process with regards to the contract with the Library projects. Motion carried unanimously.

Commissioner Comments/Concerns:

Commissioner Cindy Morrison made the comment that the county is looking for a solicitor, and she thanked Michelle Alaskey for her hard work she has done, and we do wish you well. Both Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin stated that they also wish her well and thanked her for the great job she has done.

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
