Warren County Commissioners Public Meeting

February 26, 2020 5:30 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Nathaniel Schmidt, Solicitor, Eric Hern, Fiscal Director, Phil Gilbert, Director of Tax Claim, Kenneth McCorrison, Public Safety Director, and Kale Asp

 

Citizens Present: Josh Cotton (WTO), and Heidi Kafferlin

 

Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded.

 

Meetings held since the last meeting: Commissioner Benjamin Kafferlin state that since the last meeting there was one meeting where all three commissioners were in attendance and that was with ABM to review how the energy savings audits will be done in the future. Also, there will be an executive meeting with the solicitor on March 2 to review legal issues.

 

Correspondence: Commissioner Benjamin Kafferlin stated that the Commissioners received a letter from DCED approving a grant in the amount of $49,450.00 for phase III of our EIP program to help pay for the financial software.

 

Public Comment: None

 

Consent Agenda:

 

  • Agenda Content: Commissioner Benjamin Kafferlin stated that he would like to add an appointment to the Planning Commission as this does not have any financial bearing on the county.

 

Minutes from the February 12, 2020 Meeting: No corrections to be made

 

Fiscal Report: Eric Hern, Fiscal Director stated that balance in the general fund is $636,286.00 and in the Erie Bank Account, $447,000.00.

 

He stated that in the next couple weeks we will need to make a draw from the 2020 TAN.

 

Proclamation(s): American Red Cross Month and National Gambling Awareness Month

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the minutes from the meeting of February 12, 2020, and the proclamation as read. Motion carried unanimously.

Agreement with MCM Consulting: Commissioner Benjamin Kafferlin stated that this agreement is for consulting work for the Hazard Mitigation Plan. We have used MCM for this service in the past along with other services.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with MCM Consulting for the Hazard Mitigation Plan. Motion carried unanimously.

 

Reappointments to the Tax Assessment Board of Appeals and Planning Commission: Motion was made to reappoint Bernard Hessley Sr., Joseph Whipp, and Dale Forbes to the Tax Appeal Board, and Jacob Pangborn to the Planning Commission all for four-year terms. Motion carried unanimously.

 

Agreement with WGL Electric: Eric Hern, Fiscal Director stated that we currently get a discounted rate with WGL until October 2020. They have agreed to extend this low rate for an additional 36 month.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with WGL Electric. Motion carried unanimously.

 

Resolution #3153 and Consulting Agreement for CJAB Grant Writer: Commissioner Benjamin Kafferlin stated that tonight we have in our packets a consulting agreement for a grant writer to work with CJAB at a rate of $22.50 per hour. Carl McKee and I would like to interview some candidates on Monday; therefore, we do not have a name to put with this agreement. The total should not exceed $500.00.

 

Resolution #3153 will authorize the Chief Clerk to sign the agreement on behalf of Warren County once a candidate has been chosen.

 

Commissioner Jeff Eggleston asked if $500 will be enough to which Commissioner Benjamin Kafferlin stated yes, this is for the grant writing only, assessments will be done by the Probation Dept.

 

Commissioner Benjamin Kafferlin went onto state that if this model works, we can use this type of agreement for other grants.

 

Commissioner Jeff Eggleston thanked Commissioner Benjamin Kafferlin for his work in this as it is something we have talked about for a long time.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the grant writing agreement along with Resolution #3153. Motion carried unanimously.

 

Personnel Report: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.

 

State of the County: at this time Commissioner Benjamin Kafferlin gave his state of the county for the purpose of bringing awareness to the crisis of the county.

 

He reviewed the mission statement, along with the projects that were completed in 2019 and the projects the Commissioners would like to see completed in 2020. He then reviewed 2019 statistics of each department.
