Warren County Commissioners Public Meeting

December 26, 2019 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Jeff Eggleston present.

Minutes from the December 11, 2019 Meeting: no changes need made.

 

Fiscal Report: Eric Hern, Finance Director stated that the balance in the general fund is $3,100,066 and in the Erie Bank is $449,177.

 

Proclamation(s): National Law Enforcement Appreciation Day

 

Motion was made by Commissioner Cindy Morrison by Commissioner Jeff Eggleston to approve today’s agenda, the minutes from the meeting of December 11,2019, and the proclamation as read. Motion carried unanimously.

Resolution #3148 Authorizing the 2020 Tax Anticipation Note: Commissioner Benjamin Kafferlin stated that this is something that we do each year so that we can withdraw from our Tax Anticipation Note in the new year.

 

Nathaniel Schmidt, Solicitor stated that there are no significant changes between the 2020 Resolution and the 2019 resolution.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution #3148 authorizing the 2020 Tax Anticipation Note. Motion carried unanimously.

 

Agreement with PA SAVIN for 2020: Commissioner Benjamin Kafferlin explained that this program is what notifies a victim when an offender is released from jail whether it be on bail or work release.

 

Motion was made Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with PA SAVIN for 2020. Motion carried unanimously.

 

 

Approval of Act 13 greenways funding request: Commissioner Benjamin Kafferlin stated that Praise Fellowship is requesting $20,000 of Act 13 Greenways funds for a Hub at their location on Market St.

 

This hub will be available to all persons in the community and it will have a variety of items such as basketball courts, batting cages etc. This is a good use of the funds, and Commissioner Benjamin Kafferlin stated he does support this.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Act 13 funds application in the amount of $20,000 for Praise Fellowship. Motion carried unanimously.

 

2019 Certification of Funds: Commissioner Benjamin Kafferlin stated that this is a yearly agenda item to certify the 2019 funds for the Clean and Green program.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the 2020 Certification of Funds in the amount of $467.00. Motion carried unanimously.

 

Reappointments to the Planning Commission: Motion was made by Commissioner Cindy Morrison seconded by Commissioner Jeff Eggleston to approve the reappointments of Paul Pascuzzi and Gary Olson to the Planning Commission for additional four-year terms. Motion carried unanimously.

 

Addendum to BEI Cleaning Contract: Commissioner Benjamin Kafferlin stated that this was discussed at length in Monday’s work session and it seems this is the best option for the courthouse cleaning.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the addendum to the BEI Cleaning contract for an additional $12,500 per year to clean the public areas of our courthouse that are currently being cleaned by the inmates. Also noting that this is contingent upon the approval of the BEI board. Motion carried unanimously.

 

Agreement with Curtis Contracting Services (lawn care): Commissioner Benjamin Kafferlin stated that this was also discussed at the work session on Monday.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Curtis Contracting services to do the mowing at the courthouse and historical society at a cost of $1,960.00 per year for 28 mowing’s. Motion carried unanimously.

 

Approval of the 2020 Children and Youth fee schedule: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the 2020 Children and Youth fee Schedule for 2020 as presented. Motion carried unanimously.

 

Approval of the Beacon Jail Management System /Amendment to the jail telephone services: Commissioner Benjamin Kafferlin stated that per the suggestion of our IT department, we are looking to sign with Beacon Jail Management System; therefore, we must do an amendment to our jail telephone contract.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the upcoming agreement with Beacon Jail Management System, and the amendment to the jail telephone service as presented. Motion carried unanimously.

 

Approval of equipment lease with the Housing Authority of Warren County: Commissioner Benjamin Kafferlin explained that we are looking to get fiber to the Oak Street address (Housing Authority) for use of their roof to put up a radio tower. The cost will be $25 per month.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the lease agreement with the Housing Authority of Warren County for $25.00 per month for the placement of an emergency radio tower. Motion carried unanimously.

 

Adoption of the 2020 Budget: Eric Hern, Fiscal Director stated that the overall budget changes since it was put out for public review has increased approximately $92,000. This includes personnel changes as discussed in the salary board meetings, along with the cleaning addendum and the lawn care agreement that was added today.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the 2020 budget as presented.

 

Commissioner Cindy Morrison asked with this year’s budget, does that come with a tax increase and how much.

 

Commissioner Benjamin Kafferlin stated that the increase is ½ mill, which is 1% increase.

 

After nothing further, the above motion was called to question, and the motion carried 2 to 1. With Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston for, and Commissioner Cindy Morrison against.
