Warren County Commissioners Public Meeting

December 26, 2018 12:00 p.m.

Main Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Eric Hern, Fiscal Director, Director, Lisa Rivett, Director of Elections, Kim Exley, H.R. Administrator, Ken McCorrison, Todd Lake, and Meredith Ketcham, C&Y Administrator

 

Citizens Present: Josh Cotton (WTO), Joe Scully, Rileigh McCorrison, Amy McCorrison, Justin Lake, Branden Lake, Karen Lake, David Morrison, Alexa Morrison, Brianna McTavich, and Nathaniel Schmidt

 

Announcements:

 

Commissioner Benjamin Kafferlin listed the various meetings in which two or more commissioners were in attendance since the last public meeting, and also stated that there were no decisions made at these meetings.

 

Commissioner Benjamin Kafferlin stated that the commissioners did receive one RFQ for solicitor that was advertised.

 

Pamela J. Matve, Chief Clerk stated that there was one RFQ received and that is from Nathaniel Schmidt.

 

Commissioner Benjamin Kafferlin stated that he has sent all his qualifications and a proposed rate of $150.00 per hour.

Consent Agenda:

 

Agenda Content: Commissioner Benjamin Kafferlin stated that he is ready at this time to take a vote on the new solicitor so that we will have a solicitor in the interim until official appointment on January 9, 2019.

 

Commissioner Jeff Eggleston stated that he would like time to read the qualifications and proposal submitted.

 

Minutes from the December 12 and December 19, 2018 Meetings: There were no changes to be made to the minutes.

 

Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $29,300.00 and in the Erie           bank account a balance of $197,448.00.

 

Citation:  Commissioner Benjamin Kafferlin read a citation honoring Todd Lake and the service he has given the county.

 

Joe Scully stated that he has worked many years with Todd Lake as a Municipal Supervisor. Mr. Lake has done a great service for Warren County.

Resolution 3123 Incoming Public Safety Director: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution 3123 appointing Kenneth McCorrison as the Public Safety Director. Motion carried unanimously.

 

At this time Kenneth McCorrison was sworn in by Commissioner Benjamin Kafferlin.

 

Commissioner Jeff Eggleston thanked Todd Lake for his service to Warren County, and also stated that he feels Ken McCorrison will do a fine job as the Public Safety Director.

Commissioner Cindy Morrison also thanked Todd Lake for his service to the County, and welcomed Ken McCorrison as the Public Safety Director.

 

Commissioner Benjamin Kafferlin gave a brief speech on his time working with Todd Lake, and also welcomed Ken McCorrison as the new Public Safety Director.

 

Resolution 3124 Tax Anticipation Note for 2019: Commissioner Benjamin Kafferlin stated while we went out for bids in the amount of $4.5 million and $5 million for the TAN. Legally you can only ask for a percentage of your estimated revenues. Therefore this resolution is for an amount of $$3,400,000.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution 3124 for the 2019 TAN in the amount of $3,400,000.00. Motion carried unanimously.

 

Resolution 3125 Authorizing Warren County to join the Key2Purchase Program: Eric Hern, Fiscal Director stated that in 20109 we will be consolidating all the county credit cards with the various banks to the Key2Purchase program. Giving the county savings on purchases.

 

Commissioner Cindy Morrison asked if the process for approving charges will change, to which Eric Hern, Fiscal Director stated no that process will not change.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution 3125 authorizing Warren County to join the Key2 Purchase program. Motion carried unanimously.

 

Resolution 3126 C&Y Fee Schedule for 2019: Meredith Ketcham, C&Y Administrator reviewed the fee schedule listing the fees for the various programs.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution 3126 for the 2019 C&Y Fee Schedule as presented. Motion carried unanimously.

 

Resolution 3127 Authorizing Submission for Phase II of the EIP: Commissioner Benjamin Kafferlin stated that we are ready to move forward with Phase II of our Early Intervention Program that allows us to apply for matching state funds that will help us follow through with the recommendations.

 

Commissioner Cindy Morrison asked what will these state matching funds cover to which Eric Hern, Fiscal Director stated that he has been working with Tyler Technologies on new financial software and server services.

 

Commissioner Jeff Eggleston stated that the estimated cost is $120,000.00 total and this is a major upgrade to a better more accurate financial reports.

 

Commissioner Cindy Morrison stated that she does not believe that our current software is as bad as it is being projected. Other counties use Accufund, and have no issues with it.

 

Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Resolution 3127 authorizing submission for Phase II of the EIP program. Motion carried 2 to 1 with Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin for and Commissioner Cindy Morrison against.

 

Agreement with Tyler Technologies: Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the License and Service agreement with Tyler Technologies. Motion carried 2 to 1 with Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin for and Commissioner Cindy Morrison against.

 

Appointment to the Redevelopment Authority: Commissioner Benjamin Kafferlin stated that the Redevelopment Authority is requesting that we appoint Phil Gilbert to the Redevelopment Authority to replace Pam Matve who resigned her position.

 

Commissioner Cindy Morrison stated that she feels this is a conflict of interest as Mr. Gilbert sits on City Council, and his role with the Tax Claim office.

 

Commissioner Benjamin Kafferlin stated that he does not feel that either of those are a conflict of interest and he has no financial gain on this board.

 

Joe Scully stated that he does not think this is possible, as Mr. Gilbert is an elected official of City Council. When I became an elected official of Glade Township, I had to step down, as this board has stated that if you are an elected official, you cannot serve on the Redevelopment Authority.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to table this item until further information can be gathered. Motion carried unanimously.

 

Reappointment(s) to the Warren County Conservation District Board: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the following reappointments: David Manning, Farmer Director to an additional four year term, and Commissioner Cindy Morrison to the Commissioner seat for an additional one year term. Motion carried unanimously.

 

2019 Certification of Funds: Commissioner Benjamin Kafferlin stated that this is a yearly agenda item to certify the 2019 funds for the Clean and Green program.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Benjamin Kafferlin to approve the 2019 Certification of Funds in the amount of $986.00 for the 2019 program year. Motion carried unanimously.

 

2019 Budget Finalization: Commissioner Benjamin Kafferlin stated that the budget has been out for public review and today we are here to finalize. Commissioner Benjamin Kafferlin then read the narrative from the Fiscal Director.

 

Commissioner Jeff Eggleston stated that he is very happy to pass a no tax increase budget. We have been able to invest in our employees, get grant funding etc. It sets a good first step.

 

Commissioner Cindy Morrison stated that our population is declining. I feel that our residents are getting a 1% tax increase; we paid off the debt fund, and that 1% should have been given back to them in a tax reduction, but was not.

 

Susquehanna group told us to tighten our belts, while I am pleased that my fellow commissioners have listened to me and are not engaging the Lobbyist for 2019, I still feel that the current budget is not sustainable.

 

Commissioner Benjamin Kafferlin stated that we have given raises based on the bond debt being paid off. In 2018 the bottom line millage rate is 21.5, the bottom line for 2019 21.5, how can this be a tax increase.

 

Discussion took place regarding eliminating the capital budget line, eliminating the contingency line etc. Commissioner Cindy Morrison then stated that she feels there should be a hiring freeze, and not hire a Marketing Director, manage overtime etc.

 

Commissioner Benjamin Kafferlin stated that he feels this is a balanced budget. We cannot play politics with the budget.

 

Commissioner Jeff Eggleston stated that he is glad there are so many things she brought up, that are factually incorrect. WCCBI does not need defunded, they do good work for this county such as getting the Regional College to Warren, along with many other things.

 

Commissioner Jeff Eggleston went on to state that the whole idea of proposals, this is difficult to make decisions without reviewing. To do this, proposals need to be submitted by several people; I have not seen one proposal from Commissioner Cindy Morrison, she only wanted to talk about changes at the time we were ready to put it out for public review.

 

Commissioner Cindy Morrison stated that this is not political for me, I answer to the tax payers.

 

Joe Scully stated that he is disappointed in your decision with ABM. I ask all three of you, do you have a dictionary? Lookup the meaning of team work. I cannot recall a work session where all three of you were in attendance. Emails are great, but you need to walk to the offices of your fellow commissioners to discuss items.

 

David Morrison stated that in 2018 was the millage 20.5 and in 2019 20.5? Commissioner Benjamin Kafferlin stated that the Real Estate millage was 20.5 and the debt was 1 making a total of 21.5 in 2019 the 1 will be moved to real estate making it 21.5 for a total of 21.5. How is that a tax increase?

 

Commissioner Jeff Eggleston stated that he would love to see a tax decrease, but expenses must be incurred.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the 2019 Budget as presented. Motion carried 2 to 1 with Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin for and Commissioner Cindy Morrison against.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the Personnel as presented. Motion carried 2 to 1 with Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin for and Commissioner Cindy Morrison against.

 

Commissioner Cindy Morrison stated that she feels as a Commissioner she needs to be involved in who is being hired for the county. I am not included in decisions that are being made and I want to be involved in those decisions.

 

I feel a wider network should have been cast before promoting Ken McCorrison to Public Safety Director.
