Warren County Commissioners Public Meeting

December 9, 2020 12:00 p.m.

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela J. Matve, Chief Clerk, Eric Hern, Finance Director, Kim Exley, Human Resource Administrator, Kaylan Miller, Phil Gilbert, Director of Tax Claim, Kenneth McCorrison, Public Safety Director, and Attorney Nathaniel Schmidt

 

Citizens Present: Josh Cotton (WTO), Sherry Ulbrecht and Andy Close

 

Announcements: the meeting is being recorded

 

Meetings held since the last meeting: Commissioner Benjamin stated that there have been one executive sessions since the last meeting to discuss pending litigation. There was also a meeting prior to this meeting with our Finance Dept. to review the budget narrative.

 

Correspondence: Commissioner Benjamin Kafferlin reviewed the correspondence received from PEMA, and the Department of Education for the Library Grant

 

Public Comment: None

 

Consent Agenda:

 

Minutes from the November 25, 2020 Public Meeting: No corrections or additions to be made.

 

Finance Report: Eric Hern, Finance Director stated that balance in the general fund is approximately $3,957,848.00 and in the Erie Bank Account, $650,739.00.

 

The outside auditors are expecting to have a draft of the 2019 audit done by the end of the week.

 

Human Resource Report: Eric Hern, Finance Director reviewed the human resource report for November.

 

Citations: Commissioner Benjamin Kafferlin read a citation that is being adopted today for all the front-line workers; doctors, nurses, long care facility staff, etc. for their hard work during COVID-19.

 

Proclamation(s):

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the consent agenda as presented. Motion carried unanimously.

 

Old Business:

 

CARES Act funding: Commissioner Benjamin Kafferlin reviewed the list of requests by several Vol. Fire Departments, the City of Warren, the DAV etc. along with their requested amounts. He then stated that the request from the DAV is not an eligible CARES item and should be removed from the list. The request from the courts for speaker improvements is eligible because of the barriers that are now in place for social distancing it is hard to hear.

 

Discussions took place on the shortage of Liquid Fuels funds to pay what was promised due to the reduced travel during this pandemic.

 

Finance has recommended taking the remaining CARES funds after today’s allocations and reimbursing the county for wages of Corrections Officers, Sheriff Deputies and Public Safety employees for their work during COVID.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve all the requests as presented except for the request from DAV, and Liquid Fuels.

 

Commissioner Jeff Eggleston stated that the only concern with this is that there will be other requests from now until the end of the month. The best way is to give the remaining funds to the general fund, and disburse from there. That is why he will be asking to table the approval of the budget as these items need to be discussed. He is all for helping the police department from the City, Youngsville, and Conewango.

 

The above motion was called to question and the motion carried unanimously.

 

New Business:

 

Appointment to the various boards: Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the following appointments:

Jacob Pangborn – Planning Commission – Four-year term January 1, 2021 - December 31, 2024

Gary Wareham – Planning Commission – Four-year term January 1, 2021 - December 31, 2024

Patrick Saliday – Zoning Hearing Board – Five-year term January 1, 2021 - December 31, 2025

Phil Gilbert – Redevelopment Authority – Five-year term January 1, 2021 - December 31, 2025

 

The above motion was called to question and the motion carried unanimously.

 

Grant application to the Dept. of State: Commissioner Benjamin Kafferlin explained that the Elections Department is submitting a grant application to the Dept. of State in the amount of $3,278.00 for reimbursement of expenses arising due to COVID-19.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the submission of the grant to the Dept. of State for the Elections Department as presented. Motion carried unanimously.

 

Radio Use Agreement: Commissioner Benjamin Kafferlin stated that this has not yet been finalized therefore we are removing it from today’s agenda.

 

Radio Maintenance Agreement: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Radio Maintenance Agreement with Capital Area Communications. Motion carried unanimously.

 

Approval of Budget and Amendments: Commissioner Benjamin Kafferlin stated that there has already been a suggestion to table this item until December 23, 2020.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to table the Budget approval until December 23, 2020. Motion carried unanimously.

 

Commissioner Benjamin Kafferlin asked Pamela Matve, Chief Clerk to be sure to add the budget discussions to the work session of December 21, and asked that the other Commissioners be prepared to discuss their amendments.

Adjournment:  Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
