Warren County Commissioners Public Meeting
November 9, 2016 12:00 p.m.
Commissioners Conference Room
Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.
Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Linda Critzer, and Lori Bimber
Citizens Present: Rob Andersen (WTO) and Joe Scully
Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from October 26, 2016. Motion carried unanimously.
Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $3,591,624.00 and in the Erie bank account a balance of $743,759.00. Accounts payable for last week is $64,663.00.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.
Proclamation for Veterans Day: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt this proclamation that proclaims November 11, 2016 Veteran’s Day in Warren County. Motion carried unanimously.
Children & Youth:
Commissioner Benjamin Kafferlin stated that at the last meeting we tabled the bed tax issue for two weeks, here we are today and I think that we need to do a formal motion to either table until further notice or drop from the agenda.
Commissioner Cindy Morrison stated that since we tabled this at the last meeting, Dave Sherman could not make the meeting today and has requested that I ask that this item be pulled from the agenda.
Joe Scully stated that he felt that this should be put back on the agenda and voted on in favor of the increase. There are very few people that look at their hotel bill to see what taxes they pay. I personally feel that Warren County may lose a good director of our Visitor’s Bureau.
This is a minor amount that could bring more funding to both the Visitor’s Bureau and to the County.
Commissioner Benjamin Kafferlin stated that as I said two weeks ago, I am not saying that I would vote no, or yes; I want further discussions on plans for this extra money.
Commissioner Cindy Morrison made the motion to continue to table this until further notice until Dave Sherman is available for discussions.
Commissioner Cindy Morrison stated that she has had one negative comment, and several calls, texts, and e-mails in favor of this increase.
After no further discussion the question was asked and the Motion carried unanimously.
Commissioner Cindy Morrison then stated that she had one more concern and read a statement that she had written.
In this statement it was stated that Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston signed an agreement with Long & Nyquist, a lobbying firm that was not brought to her for signature nor was this every brought up in a public setting. These costs are $5,300 per month that will carry over into 2017.
Commissioner Jeff Eggleston stated that we all did discuss this and agreed to hire a lobbying firm, and it is our right to do so. They will help initiate more money from grants given by the state.
We all agreed to discuss this at a future meeting but it was not agreed upon between all three of us to go ahead with this. I feel you are in violation of the sunshine Act.
I feel this shows lack of professionalism, and I am sorry that the two of you as commissioners, have chosen to work this way.
Commissioner Benjamin Kafferlin stated that I will not rehash what has already been said but I will focus on a couple of things. One being that by saying this is a violation of the Sunshine Act, it is not as we did; we consulted with our solicitor and were told it was not a violation. Commissioner Cindy Morrison then stated that she talked to an attorney and was told that it was.
As far as the funding, we all discuss how this and it will be offset by the rent from the rouse annex.
Commissioner Cindy Morrison after other comments stated that it is the means and the way this was handled that is upsetting to me.
Commissioner Benjamin Kafferlin stated that lastly there is a specific project that they will be lobby for us. The state was trying to indemnify the county with the IGT project. I just feel that this is a collaborative issue for both the Rouse and the County can benefit from this.
Commissioner Jeff Eggleston stated that he felt for Commissioner Cindy Morrison to bring this up in a public meeting is out of line.
Joe Scully stopped everyone and stated that as I sit here and watch you; you are not a team working together. You were elected as a team of three and you should do so. This is a disgrace; I have seen kindergarten children get along better than you. Act as Commissioners.
After no further comments the meeting was adjourned.
Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
