Warren County Commissioners Public Meeting

November 27, 2019 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Jeff Eggleston present. Commissioner Cindy Morrison was absent

 

Staff Present: Pamela Matve, Chief Clerk, Solicitor Nathaniel Schmidt, Eric Hern, Finance Director, Ed Burris, Director of Veteran’s Affairs, Warden Jon Collins, and Deputy Randy Ickert

Announcements:

 

Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded. He then announced that the 2020 Budget will be out for the 20-day public review on December 4th, and final budget to be passed at the December 26th public meeting.

 

Meetings held since the last meeting: Commissioner Benjamin Kafferlin stated that there were two meetings where he and Commissioner Jeff Eggleston were together; BEI recognition luncheon, and the CCAP Conference.

Minutes from the November 13, 2019 Meeting and Public Hearing: no changes need made.

 

Fiscal Report: Eric Hern, Finance Director stated that the balance in the general fund is $3,839,444 and in the Erie Bank is $449,041.

 

Eric Hern, Finance Director stated that the $195,000 that was borrowed from the Erie Bank fund will be paid back by the end of December.

 

Commissioner Jeff Eggleston asked about the savings on the TAN, can you tell us the savings. Eric Hern, Finance Director state that in the past $3.5 million was used, and this year we only used $1.5 million therefore the savings will me upwards if $10,000 savings for this year.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve today’s agenda, the minutes from both the public hearing and the meeting minutes from November 2019. Motion carried unanimously.

Appointment & Reappointment to the County Redevelopment Authority:  Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to appoint Robert Hart to the RDA to finish out the term of John Zavinski effective immediately through December 22, 2022 and the re-appointment of Charles Barone for an additional five-year term to expire December 2024. Motion carried unanimously.

 

Real Property Tax Collection Agreement with the City of Warren: Eric Hern, Finance Director stated that there has been a long-standing agreement with the City which has not been renewed for many years. This agreement tightens up the language, and there are things that have been changed to save the county some money of $4K - $5K per year.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Real Property Agreement with the City of Warren as presented. Motion carried unanimously.

 

Inmate Commissary Agreement with Oasis Management Systems: Warden Collins gave a brief overview of the program then stated it would be better suited for our facility. He then stated that he is also presenting a letter for the Commissioners to sign a 60 notice of termination to our current vendor, Keefe.

 

Solicitor Nathaniel Schmidt stated that the has reviewed the agreement and asked that a couple of edits to be made, and Pamela Matve, Chief Clerk, stated that she did get the edits, and will make the change before getting signatures.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Inmate Commissary Agreement with Oasis Management Systems with the edits to be made. Motion carried unanimously.

 

CDBG Repayment of Funds: Commissioner Benjamin Kafferlin stated that there is about $16,000 of the CDBG funds that need to be repaid because properties were not demoed. The state has agreed to reduce future funding by $5,430 each year for the next three years to pay these funds back.

 

Commissioner Jeff Eggleston stated that while the blight was taken care of through property transfer, or other means of remediation, they were not demolished.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the repayment of funds with the state as presented. Motion carried unanimously.

 

Personnel Report: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.

 

Closing:

 

Eric Hern, Finance Director stated that the 2020 budget will be done using the new software program that will make it easier to read.

 

Commissioner Benjamin Kafferlin stated that part of the 2018 audit identified funds that the county had set aside or various uses, but never showed.

 

Eric Hern, Finance Director then stated that there will be a new chart of accounts, and department numbers.

 

Commissioner Jeff Eggleston stated that moving to consolidate health care will also make a difference.

 

Ed Burris asked if the departments will get to see their budget numbers. Eric Hern, Finance Director stated that beginning in February, automatic email will go out to each department with their departmental budget.

Adjournment:  Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
