Warren County Commissioners Public Meeting
November 25, 2020 12:00 p.m.

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.
Staff Present: Pamela J. Matve, Chief Clerk, and Attorney Nathaniel Schmidt
Citizens Present: Josh Cotton (WTO), Sherry Albrecht and Jane Dunshie
Announcements: the meeting is being recorded
Meetings held since the last meeting: Commissioner Benjamin stated that there have not been any executive sessions since the last meeting, but there have been a few impromptu meetings regarding COVID-19 under the emergency declaration.
Correspondence: Commissioner Benjamin Kafferlin reviewed the correspondence received from PEMA, and PA Auditor General
Public Comment: None
Consent Agenda:
Minutes from the November 10, 2020 Public Meeting: No corrections or additions to be made.
Finance Report: Commissioner Benjamin Kafferlin stated that balance in the general fund is approximately $4,226,347.00 and in the Erie Bank Account, $650,739.00.
Proclamation(s): Thanksgiving
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agenda, the minutes from the November 10, 2020 Public Meeting, the finance report and the proclamation(s) as presented. Motion carried unanimously.
Old Business:
CARES Act funding: Commissioner Benjamin Kafferlin stated that there are some requests from CARES funding from the DAV that was tabled from the last meeting, Information Technology, Courts, Youngsville Borough, and a request from Clarendon VFD along with other agencies for a fly car pilot program.
Commissioner Benjamin Kafferlin stated that the Information Technology items was approved under the emergency declaration, we are just making the public aware.
The fly car pilot program was discussed in the beginning but never officially approved at an amount of $15,000.
The other items Commissioner Benjamin Kafferlin suggested that they be tabled until the entire funding has been reviewed.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the Clarendon fly car pilot program at $15,000.00 and tabling the requests from the courts, DAV, and Youngsville Borough. Motion carried unanimously.
New Business:
Reuters Agreement: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with Thompson Reuters for a period of ten years as suggested by Eric Hern, Finance Director. Motion carried unanimously.
USDA Grant: Attorney Nathaniel Schmidt stated that he is working with the local USDA representatives and Finance to complete the paperwork.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to table the USDA Grant until next meeting. Motion carried unanimously.
Commissioner Comments:
Commissioner Benjamin Kafferlin stated that in light of the COVID1-19 increases the Emergency Operations Center has been partially activated.
Adjournment: Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
