Warren County Commissioners Public Meeting

November 22, 2017 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Judith Albaugh, Fiscal Director, Ed Burris, Director of Veteran's Affairs, Phil Gilbert, Tax Claim Director, Dan Glotz, Planning & Zoning Director, Angela Faga, Stephanie Reagle, and Deputy Timothy Thomas

 

Citizens Present: Brian Ferry (WTO), and Ed Sekerak

 

Announcements:

 

Commissioner Benjamin Kafferlin stated that since the last public meeting there were two meetings held but no actions were taken; both had to do with SEIU Union Negotiations.

 

Public Hearing:

 

Dan Glotz, Planning & Zoning Director stood in for Lorri Dunlap and explained that today’s public hearing is to get any comments from the public on the projects being submitted for the CDBG funds and the application for the funds in the amount of $225, 057. The proposed funds will be used as follows: $184,557 for the Storm Water Improvement project in Bear Lake Borough, and $40,500 for CDBG Program Administration.

 

Brian Ferry asked if the projects are requested by the municipality for which Dan Glotz stated yes in this case Bear Lake Borough.

 

After no further comments the public meeting was closed at 12:07p.m.

Consent Agenda:

 

Agenda Content: Commissioner Benjamin Kafferlin stated that while the Redevelopment Task Force was discussed at the work session last week, the resolution was not added to today’s agenda, therefore we are doing that now.

 

Approval of Minutes: No corrections or additions were needed to the minutes

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $2,897,847.00 and in the Erie bank account a balance of $746,077.00. Payroll this week is approximately $273,111.00, and healthcare is estimated to be $58,624.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda and the minutes of the November 8, 2017 public meeting. Motion carried unanimously.

Approval of the Right to Know Policy: Commissioner Benjamin Kafferlin stated that Attorney Shreve did an overhaul of our current right to know policy and this was discussed about three weeks ago at the public work session.

 

Commissioner Cindy Morrison stated that she has some concerns with the policy, with regard to the audit trail when items are pulled and also IT made mention that there is nothing with regards to legal hold on information. Commissioner Cindy Morrison then stated that she would like to table this item until the concerns are met.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to table the approval of the new Right to Know policy at this time. Motion carried unanimously.

 

 

Resolution #3092 Authorization of the 2017 CDBG Funds Application: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution 33092 authorizing the application submission of the 2017 CDBG funds program as presented in the public hearing. Motion carried unanimously.

 

Warren County’s 504 Officer and Process for Grievance: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Lorri Dunlap as the County’s 504 Officer for another year. Motion carried unanimously.

 

Agreement with National Curriculum & Training Institute: Motion was made Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with National Curriculum & Training Institute for the Adult Probation Department. Motion carried unanimously.

 

Guest Usage Internet Policy:  Commissioner Benjamin Kafferlin stated that currently the public and outside visitors to our courthouse do not have access to our Wi-Fi unless permitted by our IT department. Attorney Shreve has put together a Guest Internet Usage Policy for us to approve today.

 

Commissioner Cindy Morrison stated that she had turned this over to Mr. Gallagher in the IT department and he has some concerns as does she. Commissioner Cindy Morrison asked what the cost will be to the county. Commissioner Benjamin Kafferlin stated that he was told approximately $2-$3,000.

 

Commissioner Cindy Morrison stated that monitoring will have a cost also, to which Commissioner Benjamin Kafferlin stated that we could turn off the Wi-Fi during non business hours.

 

Commissioner Jeff Eggleston stated that his concern is that the courts have an issue with visiting attorney’s as they cannot access the internet when they need to. He suggested that we table this until all concerns can be addressed.

 

Commissioner Cindy Morrison stated that she still had other concerns such as monitoring, open Wi-Fi may have limitations, creating hot spots, etc.

 

Commissioner Benjamin Kafferlin stated that none of these concerns are relevant to passing this policy. That will be in the implementation part of this project.

 

Commissioner Jeff Eggleston stated that for those that we allow to use our system currently should be signing a policy.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Guest Internet Usage Policy contingent upon the concerns being followed through. Motion carried unanimously.

 

Commissioner Benjamin Kafferlin stated that the next step is to get a written quote from Insight Technology so that we have a solid figure of the costs.

 

Resolution #3093 Organizing a Redevelopment Task Force: Commissioner Benjamin Kafferlin turned this over to Commissioner Jeff Eggleston for expiation.

 

Commissioner Jeff Eggleston explained the intentions of this task force, just as that of the marketing task force they will study the process and make suggestions to the commissioner’s for improvements. They will cover items such as Dealing with the blight, Tax Claim, and Business Development. There will be nine to eleven members on this board.

 

Commissioner Cindy Morrison stated many concerns that she has with this group as we have a variety of groups and authorities that already deal with these issues.

 

Commissioner Jeff Eggleston stated that currently it seems that the process is long and drags out and the communication between these groups is almost nil.

 

Phil Gilbert, Tax Claim Director stated that he sees a definite disconnect in communication and that there are groups out there that could help with blight.

 

Dan Glotz, Planning & Zoning Director stated that the blight process and the Redevelopment Authority are bound by urban laws.

 

Ed Sekerak asked when you talk about public housing what are your specifics to which Commissioner Jeff Eggleston stated public housing.

Commissioner Jeff Eggleston then stated that he is asking to appoint the following today, with a couple more to come later: Dan Glotz, Jim Decker, Paul Pascuzzi, Andrea Stapleford, Phil Gilbert, Commissioner Jeff Eggleston, John Shreve and Rev. Matthew Scott.

 

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve Resolution #3093 forming the Redevelopment Task Force and the approval of the people listed above. Motion carried unanimously.

 

Agreement with Bollinger Tech Services: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Bollinger Tech Services in the amount of $1546.00 Motion carried unanimously.
