Warren County Commissioners Public Meeting

November 14, 2018 12:00 p.m.

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

Minutes from the October 24, 2018 Meeting: There were no changes to be made to the minutes.

 

Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $3,398,414.00 and in    the Erie bank account a balance of $197,380.00. The total payouts are approximately                $98,890.00.

 

Eric Hern, Fiscal Director then stated that the 2018 TAN has been paid to zero. Today we will         approve the 20189 TAN provider.

 

Proclamation(s) for Thanksgiving was read.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the October 24, 2018 minutes, the fiscal report as presented, and the proclamation(s) as read. Motion carried unanimously.

Resolution #3115 Acceptance of the Early Intervention Plan: Eric Hern, Fiscal Director stated that this is not implementing the plan, but accepting the plan. We must have this resolution in place if we want to apply for funding.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to adopt Resolution #3115 as acceptance of the Early Intervention Plan. Motion carried unanimously.

 

Repository Tax Bid(s): Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the repository tax bids from Wilderness Trailer Park in the amount of $250.00 each for the following parcels: WN-8-1788-4, WN-8-1788-28, and WN-8-1788-34; Allen Culbertson an amount of $1,200.00 for parcel WN-1-215358; and from John Wagner, $250.00 for parcel WN-823-8753. Motion carried unanimously.

 

IGT Agreement with the Dept. of Human Services and the Rouse Estate: Commissioner Benjamin Kafferlin stated that because the Rouse is a county home, we as part of the board must sign this agreement.’

 

Commissioner Jeff Eggleston stated that this is affirmation to the state that this will happen.

 

Commissioner Cindy Morrison stated that she does not feel that this is part of the Commissioners Public Meeting, this should be part of the Rouse Board Meeting.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to table this until further discussion is made with the Rouse Board. Motion carried unanimously.

 

Award of 2019 Tax Anticipation Note (TAN): Eric Hern, Fiscal Director stated that after reviewing the sealed bids that were received he feels the best option for the county is to go with Key Bank, for $4,500,000.00 with an fixed interest rate of 2.88%.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to award the 2019 TAN to Key Bank t $4,500,000.00 with a fixed interest rate of 2.88%. Motion carried unanimously.

 

Approval of the rental agreement with the USPS for the offices of the Youngsville MDJ: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the lease agreement with the United States Postal Office for the Youngsville MDJ offices for 209 – 2013 at the following monthly rates each year consecutively: 2019-$587.20, 2020-$604.82, 2021-$622.96, 2022-$641.65 and 2023-$660.90.

 

Commissioner Benjamin Kafferlin stated that the current Youngsville MDJ has stated that he is adamant that he does not want to move his offices.

 

After nothing further the above motion was called to question and the motion carried unanimously.

 

Agreement with Direct Energy: Eric Hern, Fiscal Director stated that ABM had gone out to look at electric rates for the county, and suggested the lowest rate we can lock into is with Direct Energy. This new rate is to begin in January 2020 after the current agreement is completed. The county could then see a 14% reduction in costs.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Direct Energy which is to begin after our current contract is done in December 2019. Motion carried unanimously.

 

Appointments to the Human Services Summit Committee: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to appoint the following to the Human Services Summit Committee: Mandi Englert, parent advocate, Betsy Miller, Deputy Director & SCA Director, Michael Philhower, Exec. Director Family Services, Meredith Ketcham, C&Y Director, Stephanie Sturdevant, System of Care Project Director, William Clark, Exec. Dir. Bollinger Enterprises, and Ronna Tipton Human Services Director. Motion carried unanimously.

 

Marketing Task Force Presentation: Commissioner Jeff Eggleston gave a brief background of the Marketing Task Force that was put together. He stated that the group was put together so we could find ways that the county could collectively promote and market Warren County.

 

While there have been several consultants to do studies, there was nothing concrete as to what could be done to fix areas of need. I wanted to get the community involved. We had a seven member group that are very creative, smart, and I enjoyed working with each and every one of them.

 

Commissioner Jeff Eggleston stated that the group came up with five focus areas: Shape the Narrative, Destination Marketing, Virtual Warren County PA, and Promoting & Preparing for growth, and Community Growth Initiatives.

 

Chuck Gray then presented a more in-depth view of each of the five focus areas. She stated that this was not an effort by just our group; we went out and talked with many members of the community to get their ideas and views.

 

The meeting was then moved to the commissioner’s conference room.

 

Commissioner Jeff Eggleston then stated that he is asking that Resolution #3116 be approved today which will approve the report and reauthorize this group. While there are many projects listed in the report, we want to get 5 to 10 shovel ready projects so we can apply for funding. This report will also be a part of the comprehensive county plan that Dan Glotz is starting to update.

 

Please support the Task Force and support resolution #3116. The full report is on the web site for all to review.

 

Further question were asked and answered.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve resolution 3116 approving the Marketing Task Force report, and reauthorizing the Task Force. Motion carried unanimously.
