Warren County Commissioners Public Meeting

October 25, 2017 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Judith Albaugh, Fiscal Director, Lorri Dunlap, Grant Administrator; Karen Beardsley, Chief Assessor, Brian Bull, Dan Glotz, Planning & Zoning Director, Ed Burris, Director of Veteran's Affairs, Keith Hedges, Human Resource Director, Public Safety Director Todd Lake, Ken McCorrison, Sheriff Kenneth Klakamp, and Chief Deputy Charles Fetzeck

 

Citizens Present: Josh Cotton (WTO), and Attorney John Shreve, Solicitor

 

Announcements:

 

Commissioner Benjamin Kafferlin stated that since the last public meeting there were three meetings held but no actions were taken. They were meetings with Congressman Thompson to discuss the freight study, we all attended the EOC Dinner, and prior to Monday’s work session we discussed the three way agreement with Transit Authority.

Agenda Content: No corrections or additions were made to the agenda

 

Approval of Minutes: Commissioner Jeff Eggleston stated that there was a typographical error in the spelling of Vonnie Radecki’s name and asked that is be corrected. No other corrections or additions were made to the minutes of October 12, 2017.

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $3,081,663.00 and in the Erie bank account a balance of $529,955.00. Payroll this week is approximately $278,856.00, and healthcare is estimated to be $39,000.00.

 

Judith Albaugh, Fiscal Director went on to state that the 2017 Tax Anticipation Note has been paid off along with the $400,000 that was borrowed from the Erie Bank Account.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agenda, October 12, 2017 with the corrections and the Fiscal report as presented. Motion carried unanimously.

Proclamation – Honoring 4H Members and Volunteers: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to adopt the proclamation which recognizes and commends the members and volunteers of 4H for their continued service to the residents of Warren County. Motion carried unanimously.

 

Agreement with Forest County for their 911 dispatching: Public Safety Director Todd Lake stated that Forest and Warren County has been in discussions regarding Warren County doing their public safety 911 dispatching for the western part of their county that is currently being done by Venango County.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Forest County for Warren County to do their public safety 911 dispatching beginning January 2018 through December 2022. Motion carried unanimously.

 

Resolution # 3090 Submission of the (ESG) Emergency Solutions Grant Application: Motion was made by

Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution #3090 allowing for the submission of an application to the Department of Community and Economic Development, on behalf of

Warren/Forest Counties Economic Opportunity Council (EOC), for an Emergency Solutions Grant (ESG), to support homelessness prevention and rapid re-housing efforts in Warren County in the amount of $136,660.00.

Motion carried unanimously.

 

Resolution #3091 Fair Housing Resolution: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve and adopt the Fair Housing Resolution #3091. Motion carried unanimously.

 

Agreement with Pictometry International: Karen Beardsley, Chief Assessor, Dan Glotz, Planning & Zoning Director, Public Safety Director Todd Lake and Commissioner Cindy Morrison reviewed what pictometry can do for the county and the value it brings. Also discussed were the various funds and committees such as records improvement committee, E911 etc. that have graciously approved giving funds to help pay for this program.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Pictometry International over the next two years. Motion carried unanimously.

 

Human Resource Agreement with Warren County and Dept. of Human Services: Commissioner Benjamin Kafferlin explained how this agreement came about and that it has been approved by the Governing Board Joinder with Forest County.

 

Motion was made by Commissioner Cindy Morrison. Seconded by Commissioner Jeff Eggleston to approve the agreement with Forest Warren Human Services for the County’s H.R. Director to also work with the Dept. of Human Services for as 40% cost of wages and benefits. Motion carried unanimously.

 

Agreement with AXON: Sheriff Kenneth Klakamp explained that this agreement would cover the cost and maintenance of 10 new tasers over a five year period with a cost to the county.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with AXON for the lease of ten tasers over a period of five years at a cost $22,219.60. Motion carried unanimously/

 

Agreement with Susquehanna Accounting (EIP): Commissioner Benjamin Kafferlin explained what the Early Intervention Program through DCED is all about.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve going into an agreement with Susquehanna Accounting and Counseling for the Early Intervention Program at a rate of $128,000. With $100,000 being covered by DCED. Motion carried unanimously.

 

Outside Auditor Proposals: Commissioner Benjamin Kafferlin explained that we have gone out for proposals for an outside auditing firm to do our financials as we have done in the past. While our current auditor has declined to submit a proposal for 2017, we did receive five proposals that range from $38,000 to $58,000.

 

Commissioner Cindy Morrison stated that she has started to review, but is not ready to make a decision today.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to table the decision until the next meeting. Motion carried unanimously.

Public Safety Director Todd Lake took a moment to thank Ed Burris, and his staff for the help they gave in getting his father in law more benefits to stay at the Rouse etc. before his passing in August.

 

Commissioner Cindy Morrison stated that on Saturday there will be a candle light vigil on the courthouse lawn in recognition of Domestic Violence Awareness and invited everyone to attend.

 

Commissioner Benjamin Kafferlin thanked Public Safety on the work they did to get the agreement together with Forest County for the 911 dispatching.

 

Commissioner Jeff Eggleston also recognized Dan Glotz for achieving the Community Service award. Commissioner Cindy Morrison stated that she had received a call asking about Dan Glotz, and was very excited to learn that he was the recipient.

 

Adjournment: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
