Warren County Commissioners Public Meeting
October 24, 2018 12:00 p.m.
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk; Eric Hern, Fiscal Director, Ed Burris, Kim Exley, H.R. Administrator, Lorri Dunlap, and Phil Gilbert
Citizens Present: Josh Cotton (WTO), Joe Scully, Vonnie Radecki, and Solicitor John Shreve
Lorri Dunlap explained to the public that Warren County will receive $240,207 for the 2018 Community Development Block Grant program (CDBG).
There were many projects submitted, and the following projects have been chosen for the 2018 allocation:
$ 76,368 Miley Avenue Reconstruction, Clarendon Borough
89,791 Ellison Street Reconstruction, Clarendon Borough
30,811 Warren County Redevelopment Authority/Removal of Slum and Blight
43,237 CDBG Program Administration
Joe Scully asked Ms. Dunlap about the amount for the RDA, as he thinks it stated $40,000. Lorri Dunlap stated no, she is pretty sure it is listed at $30,811.
Lorri Dunlap asked the Commissioners to please approve these projects through resolution #3114.
Commissioner Jeff Eggleston thank Ms. Dunlap for all her work in driving these projects.
After nothing further, motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to close the hearing. Motion carried unanimously and the hearing was closed at 12:06.
Joe Scully stated again that the sidewalk project must really take into consideration the ADA regulations for handicap accessibility at all entrances, not just single point.
Commissioner Benjamin Kafferlin stated that this will be discussed later in the agenda.

Minutes from the October 10, 2018 Meeting: There were no changes to be made to the minutes.
Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $3,674,308.00 and in the Erie bank account a balance of $197,380.00. The total payouts are approximately $108,017.00.
Eric Hern, Fiscal Director then stated that we are right in line to pay back the TAN by Friday. The process for the 2019 TAN has been started.
Proclamations for National Alzheimer’s Disease Awareness Month, Veteran’s Day 2018, and Greif Awareness Month were read.
Commissioner Cindy Morrison took a moment to thank all the Veterans of Warren County for their service and Mr. Burris, thank you for your service, and for the service you do as the Director of Veteran’s Affairs for Warren County.
Ed Burris, Director of Veteran's Affairs, stated that Joe Scully is also a veteran, and Commissioner Cindy Morrison thanked him for his service.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the October 10, 2018 minutes, the fiscal report as presented, and the proclamations as read. Motion carried unanimously.
Resolution #3114 CDBG allocations for 2018: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to the 2018 CDBG projects as presented in the Public Hearing portion of this meeting. Motion carried unanimously.
MOU with TAWC: Commissioner Benjamin Kafferlin stated that this MOU with the Transit Authority is an agreement should there be a disaster and mass transit is needed. The agreed cost is $40.00 per hour per bus for drive time, and $20.00 per hour, per bus for wait time.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the MOU with the Transit Authority of Warren County as presented. Motion carried unanimously.
Settlement with AVANCO: Commissioner Jeff Eggleston stated that the nature of this agreement is due to a technical breach with AVANCO, which is the system utilized by Children & Youth. There was a law suit against them from CCAP and PCORP.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the settlement agreement with AVANCO. Motion carried unanimously.
Appointments to the Human Services Summit Committee: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to appoint the following to the Human Services Summit Committee: Tina Cary - Executive Director, Deerfield Behavioral Health of Warren, and Dr. John John - Medical Director, Beacon Light Behavioral Health, Julie Lacki - Mental Health Program Specialist, Forest/Warren Human Services, Kari Salapek - Outpatient Clinic Director, Beacon Light Behavioral Health System, Adam McNeill - Executive Director, Forest Warren Mental Wellness Association. Motion carried unanimously.
Agreement with E&M Engineers for the sidewalk project: Commissioner Jeff Eggleston stated that today we have an approval for the overall sidewalk project. While the total cost is $92,392 which includes the cost of engineering services. Eric Hern, Fiscal Director has secured grant funding in the amount of $71,000 which leaves $21,392 to be covered by the county. I feel that in working with the contractors we can get the cost lowered.
Commissioner Cindy Morrison asked with regards to Mr. Scully’s comment, are the ADA entrances a part of this proposal to which Commissioner Jeff Eggleston stated yes, that is one aspect as to the high cost.
Commissioner Cindy Morrison then asked what parts can be whittled down? Commissioner Jeff Eggleston stated that he feels the concrete costs are too high along with the cost of filling in the windows.
Commissioner Cindy Morrison stated that the original project that included the parking lot addressed a portion of the sidewalk to be heated, is that still in the plan. Commissioner Jeff Eggleston stated no, it was going to cost too much.
Commissioner Cindy Morrison then asked where the $22,000 for the county portion was going to come from. Commissioner Benjamin Kafferlin stated that it would come from the capital budget, and Commissioner Jeff Eggleston stated that this would be part of the 2019 budget.
Commissioner Cindy Morrison asked then why go out to bid now? Commissioner Jeff Eggleston stated that we need to secure a contractor now for the spring, and to secure the grant funding.
Commissioner Cindy Morrison then asked if this project could be part of the projects that ABM is putting together to which Eric Hern stated that they do have this on their list.
Commissioner Cindy Morrison asked if signage would be enough, and Eric Hern, Fiscal Director stated that our maintenance department has temporary signage out there, and from my office window, I watch them walk right by and go to the front doors, and have to double back.
Commissioner Cindy Morrison asked what happens if we do not approve this today. Commissioner Jeff Eggleston stated that the funding would be reallocated, or we could lose it all together.
After nothing further the above motion was called to question, and the motion carried unanimously.

*Be it resolved that the Commissioners hereby accept the retirement of Connie Zaffino, to be effective November 1, 2018, and the agreement related thereto.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the personnel report as presented. Motion then carried two to one with Commissioner Cindy Morrison abstaining with no comment, and Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston in approval.
Adjournment: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
