Warren County Commissioners Public Meeting
September 28, 2016 12:00 p.m.
Commissioners Conference Room
Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.
Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, and Lorri Dunlap
Citizens Present: Rob Andersen (WTO), and Joe Scully
Public Hearing:
Lorri Dunlap explained that the county will receive $226,959 from the Community Development Block Grant program. She went on to state that today we are here to hear any comments or concerns on the following projects that were chosen:
$90,000 Water replacement on First and Hall Streets in Sheffield Township
$19,000 Handicap accessibility to 5th St. Entrance of County Courthouse
$77,109 Single Family Housing Rehabilitation in Youngsville Borough
$40,890 Administration of the CDBG program
Lorri went on to state that the Administration includes covering of some of her wages, advertising etc. Lorri also stated that there were some projects turned down as they did not qualify.
Joe Scully asked about some homes in his township that are deplorable, one street in particular. He asked if CDBG funds could be used to help them find better homes. Lorri stated that unless you have to evict them to do a large CDBG project then no we cannot use the funds in that manner. Joe went onto state that because the property is not vacant we can even put it through the blighted property.
After no other comments or concerns, Commissioner Cindy Morrison closed the public hearing at 12:09 pm and the normal meeting resumed.

New Business:
Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from September 14, 2016. Motion carried unanimously.
Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,570.514.00 and in the restricted account a balance of $743,287.00. Accounts payable for last week is $164,698.00. Judy stated that there is nothing out of the ordinary to report.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.
Resolution #3076 Authorization of the 2016 Funds Application: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution 3076 authorizing the application submission of the 2016 CDBG funds program as presented in the public hearing. Motion carried unanimously.
Appointment of Wendy Winkles: Commissioner Cindy Morrison stated that Mr. John Aldrich will be retiring from the Transportation Authority and in light of this it has been requested that we appoint Ms. Wendy Winkles to the Transportation Advisory Committee to replace Mr. Aldrich.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the appointment of Wendy Winkles to the Transportation Advisory Committee to replace John Aldrich. Motion carried unanimously.
Agreement with National Fuel Resources: Commissioner Cindy Morrison stated that while this was discussed at the last meeting regarding the term of the agreement, we had to sign a new agreement so that we could lock in our price, and today we are just bringing this to the attention of the public. This is a 36 month agreement.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with National Fuel Resources to get low rates for our natural gas. Motion carried unanimously.
Proclamation – Domestic Violence Awareness Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation stating October as Domestic Violence Awareness Month. Motion carried unanimously.
Proclamation – National Disability Employment Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation proclaiming October as National Disability Employment Awareness Month. Motion carried unanimously.
Agreement with West Las: Commissioner Cindy Morrison stated that the Prison Board has worked months on getting this program into place. We are required by law to provide inmates with the means to access the law whether it be by books, or by computer.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the West Law agreement for $150.00 per month as agreed upon at the September 27, 2016 Prison Board. Motion carried unanimously.

Public Comment/Concern:
Joe Scully asked the commissioners why a Row Office is allowed to ask for their own solicitor when one is provided to them, and is this allowed by county code. Commissioner Cindy Morrison stated that yes this permissible in the county code.
Joe Scully stated that he felt this was an additional expense on the tax payers and he urged the commissioners not to approve this agreement.
Rob Andersen asked about the School Resource Officer and where does the commissioners stand on this. Commissioner Cindy Morrison stated that the commissioner’s recently met with the Sheriff and he will be going to the School District to give his some good figures as to the cost of the program, and if the grant will cover this. We should have a decision made next month.
Joe Scully stated that if the county is going through a broker such as National Fuel Resources to get lower rates for their natural gas, why not broker for their electric. Glad Township has a broker that we have used for a couple of years, and they have saved us money.
Fiscal Director Judith Albaugh stated that we have gone out for quotes from other companies, but would be glad to take the contact information for their broker. Commissioner Cindy Morrison stated that Fiscal Director Judith Albaugh is on top of all of our utilities to make sure we are getting the lowest cost.
