Warren County Commissioners Public Meeting

September 27, 2017 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Judith Albaugh, Fiscal Director, Public Safety Director Todd Lake, Ken McCorrison, Lori Bimber, Register and Recorder, Karen Beardsley, Chief Assessor, Sheriff Kenneth Klakamp, Dan Glotz, Planning & Zoning Director, and Deputy Rachel Canfield

Approval of the Agenda: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the agenda with one correction and that is to move the Proclamation for National Disability Employment Awareness Month up on the agenda after the agreement with Bollinger Enterprises. Motion carried unanimously.

 

Approval of Minutes: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston, to approve the minutes from September 13, 2017. Motion carried unanimously

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,662,329.00 and in the Erie bank account a balance of $129,915.00. Payroll this week is approximately $264,670.00, and healthcare is estimated to be $28,741.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

 

Approval of the Bollinger Enterprises Inc. cleaning agreement: Commissioner Jeff Eggleston explained the bid process that took place in June and how it came about that the county has decided to opt out of the agreement with Bonded Services, and enter an agreement with Bollinger Enterprises.

 

Commissioner Jeff Eggleston went on to state that we are grateful for the service that Bonded has provided to us over the years, and we also look forward to working with BEI in the future.

 

Dr. Clark gave a brief explanation on the Governor’s decree to get individuals with disabilities out into the work force and this agreement will help us do that. Thank you to the county and its staff for the opportunity.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the agreement with Bollinger Enterprises for the cleaning services. Motion carried unanimously.

 

Proclamation – National Disability Employment Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adopt the proclamation proclaiming October as National Disability Employment Awareness Month. Motion carried unanimously.

 

Agreement with West PA.net: Public Safety Director Todd Lake gave a brief description of the many failures with fiber connectivity to the outlying Sheffield, Clarendon areas. Especially if it rains, sometimes the sirens do not get tripped. West PA owns the tower and is willing to give us fiber at a reduced cost. Also there is one mile that West PA does not own fiber, they are willing to put this in for a onetime cost of $7,500.00. Bill Gallagher has been in on all discussions, and has suggested that this is the way to go, and that the cost is very reasonable.

 

Commissioner Cindy Morrison asked if the $7,500.00 is the only cost on this project to which Public Safety Director Todd Lake stated that the $7,500.00 is a onetime cost to install the one mile of fiber, and there after the monthly savings will be approximately $100 per month, saving the county $150 from what we are currently paying, and this is a 911 funds eligible expense.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with West PA.net for the fiber connectivity. Motion carried unanimously.

 

Proclamation – Domestic Violence Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adopt the proclamation stating October as Domestic Violence Awareness Month. Motion carried unanimously.

 

2017/2018 Homeless Assistance Agreement: Commissioner Cindy Morrison briefed the public on the many things that this program provides to the homeless such as assistance with utilities, shelter, security deposits and more. This program is with the Warren-Forest Economic Opportunity Council (EOC) and the Salvation Army.

 

The EOC total is $30,055.00 with Case Management being $25,000 and Housing Assistance being $5,055; the Salvation Army total is $28,003.00 with Case Management being $12,041, Emergency Shelter $3,080 and Housing Assistance being $12,882.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Homeless Assistance Program for FY 2017/2018 with both the Salvation Army and the Warren-Forest EOC. Motion carried unanimously.

 

Agreement with Pirrello Enterprises: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Pirrello Enterprises in the amount of $975.00 for the routine maintenance on the equipment in the Register & Recorder Office. Motion carried unanimously.

 

Proclamation Ruth M. Smith Center celebrating 95 years: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adopt the proclamation on the 95th anniversary of the Ruth M. Smith Center in Sheffield. Motion carried unanimously.

 

Proclamation of Appreciation to the Allegheny River & Watershed Clean-up Effort: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adopt the proclamation showing support and appreciation for the efforts these two groups have made in the efforts to clean-up the Allegheny River and Watershed. Motion carried unanimously.

 

Notice to Award: Commissioner Jeff Eggleston stated that the bids have come in on both the Boiler Replacement, and the Jail HVAC Repair/replacement projects. Today we are ready to award those bids noting that the bid that came in on the HVAC project was higher than expected, so we will continue to work with the service provider to find out how we can reduce the overall cost if possible.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to award the project bids to the following: Scobell Company in the amount of $69,480.00 for the Boiler Replacement and William T Spaeder for the HVAC project $68,500 for the first part, $2300 for the second part and $3,100 for the third part. Motion carried unanimously.

 

Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adjourn the meeting. Motion carried unanimously.
