Warren County Commissioners Public Meeting

September 14, 2016 12:00 p.m.

Commissioners Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, John Shreve, Fiscal Director Judith Albaugh, Lori Bimber, Karen Beardsley, Lorri Dunlap, Todd Lake, and Ken McCorrison

Citizens Present: Brian Ferry (WTO), Joe Scully, Ed Attwood, and Walt Atwood

Public Hearing:

 Lorri Dunlap explained that the county will receive $226,959 from the Community Development Block Grant program. She went on to explain that it is time to start submitting your projects. Lorri then reviewed some of the guidelines as to the projects, it can cover blight, low to moderate income families etc.

Joe Scully, Glade Township supervisor stated that Glade Township has used this program twice and we are looking to submit another project.

Joe Scully stated I heard you say that this can be used to purchase homes, to which Lorri Dunlap stated we don’t purchase homes per say, they have to be vacant.

Ed Attwood asked the commissioners if they are aware of Tiny Houses on wheels, and that the county needs to look into this. Commissioner Cindy Morrison stated that she is familiar with these homes. Todd Lake stated that the counties that have tiny house communities are having trouble due to building codes being followed or do they even have to follow the code.

After no other comments or concerns, Commissioner Cindy Morrison closed the public hearing at 12:10 pm and the normal meeting resumed.

New Business:

 Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from August 24, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,668,961.00 and in the restricted account a balance of $743,287.00. Accounts payable for last week is $116,551.00. Judy stated that there is nothing out of the ordinary to report.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Presentation of end of training: Todd Lake took this time to present to Ken McCorrison the certification plaque for the Deputy Emergency Management Coordinator.

Medical Assistance Transportation Program Grant Agreement: Commissioner Cindy Morrison stated that this is a grant program to provide eligible Medial Assistance to those in need of such services. From the 2015-2016 and the now the 2016-2017 program period we are getting $397,470 which is a decrease of approximately $26,000 from the last period.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the 2016-2017 Medical Assistance Transportation Program Grant Agreement. Motion carried unanimously.

Residential Anti-Displacement and Relocation Assistance Plan: Lorri Dunlap stated that this is a program that has been in place, and we just have to renew each year.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the Residential Anti-Displacement and Relocation Assistance Plan. Motion carried unanimously.

Resolution #3075 Approved County Depositories: Commissioner Cindy Morrison stated that with First Niagara transferring to Key Bank the county needs to update their list of Approved Depositories.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution #3075 naming the counties approved depositories. Motion carried unanimously.

Depository Collateral Pledge Agreement: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Depository Collateral Pledge Agreement as presented. Motion carried unanimously.

Commissioner Jeff Eggleston then stated that for the public this is required by Key Bank. Commissioner Cindy Morrison stated that this goes along with Resolution #3075.

Agreement with Environmental Coordination Services and Recycling: Commissioner Cindy Morrison stated that Dan Glotz has been instrumental in making the contacts to get this opportunity. On October 15, 2016 there will be a company available at the Warren Mall where you can take your hazardous waste items, such as batteries, electronic devices, such as televisions, computer monitors, and paint etc. there will be a small charge for this. But if we get a good response, then this may be something we can set u each year. There is no cost to the county.

Commissioner Jeff Eggleston stated that he would like to add that the Warren Mall is letting us do this at no cost.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Environmental Coordination Services and Recycling. Motion carried unanimously.

Joe Scully complimented the Commissioners and Dan Glotz on putting this together.

Walt Attwood stated that he is glad to be able to take his batteries there for disposal.

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
