Warren County Commissioners Public Meeting
September 13, 2017 12:00 p.m.
Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk, Judith Albaugh, Fiscal Director, Ed Burris, Director of Veteran's Affairs, Lori Bimber, Register and Recorder, Keith Hedges, Human Resource Director, Phil Gilbert, Tax Claim Director, Treasurer Dennis Munksgard, Karen Beardsley, Chief Assessor, Warden Jon Collins, Deputy Tim Hepinger, and Deputy Dee Barret-Klakamp
Citizens Present: Josh Cotton (WTO), Brian Ferry (WTO), Mark Silvis (WNAE), Joe Scully, Edwin Atwood, Walt Atwood, Troy Clawson, Dianne Morrison, David Morrison, Alexa Morrison, Ruth Seebeck, Chuck Johnson, Chuck Gray, John Eggleston, John Able, Paul Pascuzzi, Dave Wholeben, David Bauer, and Barb Lewis
As Commissioner Cindy Morrison began the meeting, Commissioner Jeff Eggleston stated to the chair that he would like to amend the agenda and;
Commissioner Jeff Eggleston made the motion to amend the agenda to have Commissioner Cindy Morrison removed as Chair, and appoint Commissioner Benjamin Kafferlin. Commissioner Benjamin Kafferlin then made the second.
Commissioner Cindy Morrison asked if anyone would like to comment.
Commissioner Jeff Eggleston stated that he thinks he has said enough and to reiterate it here today will not change things, I have nothing to add.
Commissioner Benjamin Kafferlin thanked Commissioner Jeff Eggleston for the nomination, and stated that he feels that this is the best route given, and I will lead with or without the title.
Commissioner Cindy Morrison then read a statement that she prepared.
Commissioner Jeff Eggleston commented after Commissioner Cindy Morrison read her statement to say that based on the accusations made over this past week; this is not a power play. I am doing this for the tax payers of this county. Do you personally feel that someone who puts in 10 hours or less per week should be making $57,000 per year? I did not conspire to do this during the week of the wedding, I did not know she was not going to be in all week, she has not been in during the past weeks.
We have a problem in Pennsylvania with all elected officials. Once they get elected, that is the end of their accountability and there is no legal way to address this. We all ran stating that we would be full time Commissioners; this is not happening.
Commissioner Cindy Morrison read another statement she prepared regarding attendance, right to know requests etc.
The floor was then opened for public comment.
Joe Scully addressed Commissioner Cindy Morrison on her attendance at the COG meetings stating that she has personally been invited. Commissioner Cindy Morrison stated that in the beginning of their terms Commissioner Benjamin Kafferlin stated that he would attend those meetings and report back that is why I do not attend. I will start attending the Township meetings.
Dan Ristau stated that he is greatly disappointed on how this issue has been handled. This is an embarrassment to our county. I am not here to take sides; the whole matter is embarrassing. You have no right to remove her as chair. You have been shameful.
Kallie Williams stated that she follows politics. I voted for you Cindy. This job is not rainbows and unicorns. Right now I support none of you. We do not know that everything you just read is true; if you can’t deal with these two boys maybe you need to get out. Commissioner Cindy Morrison stated “I don’t know how much stronger I can be.”
Chuck Gray stated that she has gotten to know Commissioner Cindy Morrison, Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin. Both Commissioner Eggleston and Commissioner Kafferlin asked me to volunteer on the Marketing Task Force. They have a strong vision for this county. I am confident the Commissioners will work this out together.
Dan Ristau stated that he agrees with Ms. Gray, table this and move forward with the normal meeting.
John Eggleston stated that a lot of this is he said, she said and it is hard to determine the truth. I can say that during my term of office we had the same situation and I regret not bringing this out to the public. This is no way to do business. Commissioner Cindy Morrison did defend herself on a couple of issues Mr. Eggleston brought up about the Green Estate.
David Morrison stated that he and Cindy had dinner with Commissioner Benjamin Kafferlin after the election and that Commissioner Benjamin Kafferlin stated that he was sorry he hurt Cindy, but not sorry as it got him where he is at.
Commissioner Benjamin Kafferlin then read a statement that he prepared, we need to restore decorum. We need to move forward, at meetings even like this we need to be civil. I feel that I can do this as Chair, and you can do great at Vice Chair. As chair, meetings like this will not happen.
Dan Ristau stated to Commissioner Benjamin Kafferlin that “you are equal in this mess, you are being deaf. We have stated that we do not want you to be chair, we want the Chair to remain Cindy Morrison.
Lance Farnsworth stated that he supports Cindy Morrison as Chair. I do not like to see anyone bully a woman. What Cindy is doing is exposing these two for what they are. Justice is coming to the courthouse.
Motion was made by Commissioner Benjamin Kafferlin. Seconded by Commissioner Jeff Eggleston to terminate the debate. And move forward with the original motion to appoint Benjamin Kafferlin Chair, and Cindy Morrison vice Chair. Motion carried two to one with Cindy Morrison stating Nay.
Joe Scully stated that this has been a shame.
Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the minutes from August 23, 2017. Motion carried unanimously
Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,488,284.00 and in the Erie bank account a balance of $129,915.00. Payroll this week is approximately $277,035.00, and healthcare is estimated to be $43,411.00.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the fiscal report as presented. Motion carried unanimously.
Approval of the RX Systems credit application: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the credit application with RX Systems. Motion carried unanimously.
Commissioner Jeff Eggleston stated that this will allow over the counter drugs, such as Tylenol and ibuprofen to be packed with the inmates name etc. for more accurate distribution.
Resolution #3089 DUI Grant application: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve Resolution 3089 for the submission of the DUI Grant. Motion carried unanimously.
Approval of the PEMA Emergency Management Performance Grant Agreement: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the PEMA Emergency Management Performance Grant. Motion carried unanimously.
Approval of the Medical Assistance Transportation Program Grant (MATP): Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the Medical Assistance Transportation Program Grant. Motion carried unanimously.
Approval of the FY 2017/2018 MATP amount: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the amount of 339,840.00 for the 2017/2018 MATP amount. Motion carried unanimously.
Children & Youth:
Paul Pascuzzi stated that recently there was a Public Safety Fair held in the parking lot of Lowes. He went on to thank the Commissioner’s, Todd Lake and his staff for their hard work they put into getting this together. Thank you to the agencies that helped to sponsor and participate in this event.
Kallie Williams stated that the gauntlets should be put down. Look around you as to what is going on in the nation, we do not need this.
Ed Burris stated to Commissioner Cindy Morrison that he is a department head, and he appreciates the commissioners coming to the department heads. Otherwise nothing gets done. Commissioner Cindy Morrison stated that when she hears this from other department heads, then she will consider it, I have expressed how I feel.
Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to adjourn the meeting. Motion carried unanimously.
