Warren County Commissioners Public Meeting

September 23, 2020 5:30 p.m.

Main Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, and Nathaniel Schmidt, Solicitor

 

Citizens Present: Josh Cotton (WTO), Andy Close, Bill Clark, Sydney Herdle, Candy Martin, Dustin Gorton, and Jeremy Larson

 

Announcements: the meeting is being recorded

 

Meetings held since the last meeting: Commissioner Benjamin Kafferlin stated that the commissioners met this morning to tour the Grunderville Landfill and have discussions with the ANF

 

Correspondence: Commissioner Benjamin Kafferlin stated that a letter was received from the Sheriff Office asking that his 1620 rights be preserved during the next negotiating period.

 

Public Comment: None

 

Consent Agenda:

 

Minutes from the September 9, 2020 Public Meeting and Public Hearing along with the Minutes from the September 16, 2020 Special Meeting: No corrections or additions to be made.

 

Finance Report: Commissioner Benjamin Kafferlin reviewed the finance report stated that balance in the general fund is approximately $1,673,000.00 and in the Erie Bank Account, $150,366.00. Commissioner Benjamin Kafferlin went onto state that in lieu of a TAN transfer $500,000 was transferred from the Erie Bank Account to the General Fund and will be repaid in thirty days.

 

He then reported that the external auditors are 90% complete with the 2019 audit

 

Personnel Report: Eric Hern reviewed the personnel report

 

Proclamation(s): National Disability Employment Awareness Month, Fire Prevention Week, National Bullying Prevention Month, Honoring 4H Members and Volunteers, and Domestic Violence Awareness Month

 

Commissioner Jeff Eggleston commented on the National Disability Employment Awareness Month; we take this very seriously and with collaboration with BEI, we have had a good plan. The clients are very friendly and our staff enjoys having them come in.

 

Dr. Clark thanked, the Commissioners for being recognized.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agenda, the minutes from the September 9, 2020 Public Meeting and Public Hearing along with the Minutes from the September 16, 2020 Special Meeting, the finance report and the proclamation(s) as presented. Motion carried unanimously.

 

Old Business:

 

CARES Act funding: Commissioner Benjamin Kafferlin stated that Mobil Com has submitted a proposal that is based on Co-Stars pricing for putting broadband into Grand Valley. The cost is $19,025.00 for the base station radio, sector antenna etc. The project is contingent on the County securing using the Fire Station and getting the fiber brought into the station for resale of broadband internet.

 

Commissioner Benjamin Kafferlin stated that this investment/project is CARES Act eligible. There is no single way to get broadband to everyone in the county, this is narrow way to get an underserved area served.

 

Commissioner Tricia Durbin stated that as chair of the Broadband Task Force this is a worth while project.

 

Commissioner Jeff Eggleston explained that we are subsidizing the project with Federal dollars, not tax payer dollars.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with MobilCom to supply internet in the Grand Valley Area. Motion carried unanimously.

 

 

New Business:

 

Approval of Inmate Care Agreement with Forest County: Commissioner Benjamin Kafferlin stated that this agreement has gone before the Prison Board and they are recommending the Commissioners approve the agreement. This agreement is with Forest County to cover the cost of inmate care at $60.00 per day per inmate, and any medical care is not included in this cost.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with Forest County for the inmate care of their inmates as they do not have a county jail. Motion carried unanimously.

 

Resolution #3167 Authorizing Application for the 2020 CDBG funds: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution 3167 authorizing the application for the 2020 CDBG funds. Motion carried unanimously.

 

Commissioner Comments:

 

Commissioner Benjamin Kafferlin stated that at the lost COG meeting he and Ken McCorrison presented on the EMS crisis in the county. Interestingly it was agreed to form a subcommittee, and the EMS Council is exploring some ideas such as a fly car.

 

The Northwest Commission annual meeting is coming up, and if there is anything you feel that needs advocated for please let Commissioner Benjamin Kafferlin know.

 

Commissioner Benjamin Kafferlin went on to state that he will be joining the Jefferson Defrees center in doing some cooking classes.

 

He went on to state that he is working with the LEPC to firm up the policy and procedures to make sure all documentation is in order.

 

Commissioner Tricia Durbin stated that Round 2 of the SBG program is underway, if you would like to apply, please contact Jim Decker of the WCCBI.

 

Commissioner Jeff Eggleston stated it is difficult  to say how round two will go.

 

Adjournment:  Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
