Warren County Commissioners Public Meeting

August 12, 2020 12:15 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Director, Eric Hern, Fiscal Director, Lisa Rivett, Director of Elections, Lorri Dunlap, Grants Administrator, Phil Gilbert, Director of Tax Claim, Betsy Miller and Julia Lackey

 

Citizens Present: Josh Cotton (WTO), Mark Silvis and Aaron Mee both of Lilly Broadcasting

 

Announcements: the meeting is being recorded

 

Meetings held since the last meeting: Commissioner Benjamin Kafferlin reviewed the meetings that the Commissioners attended since last meeting.

 

Correspondence: Commissioner Benjamin Kafferlin then reviewed all the correspondence received and/or sent. He went on to state that the USDA facilities grant was signed and sent due to time constraints, and today the resolution for this grant will be voted upon. There was an agreement with the Dept. of State for Network Security that was signed before today so that warren county could get in the front line; this has no financial bearing to the county.

Consent Agenda:

 

Minutes from the July 22, 2020 Public Hearing and Public Meeting: No corrections or additions to be made.

 

Finance Report: Eric Hern, Finance Director reviewed the finance report stated that balance in the general fund is $1,240,397.00 and in the Erie Bank Account, $650,366.00.

 

Eric Hern stated that do date we have pulled $2,500,000.00 from the TAN.

 

Personnel Report: Eric Hern reviewed the personnel report

 

Proclamation(s): National Suicide Prevention Month and Direct Support Professionals Recognition Month

 

Commissioner Tricia Durbin stated that she is a big supporter of Direct Support Professionals; they are very important to helping people live successful lives.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agenda, the minutes from the public hearing and the commissioner meeting of July 22, 2020, the personnel report, and the proclamation(s) as presented. Motion carried unanimously.

Resolution 3164 Authorizing CDBG Revisions for FY 2018: Lorri Dunlap explained that when we did the latest resolution approving the revision, the amount was $90.00 short therefore she asking that the Commissioners today approve this resolution allocating an additional $90.00 from General Fund to be allocation to FY 2018 CDBG budget for the reconstruction of Miley Ave., to reimburse the FY 2013 CDBG contract total of $5,430.00.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve Resolution 3164 for the reasons presented. Motion carried unanimously.

 

Resolution 3165 part of the USDA Facilities Grant Agreement: Commissioner Benjamin Kafferlin stated that this resolution is the last part of the USDA Facilities Grant Agreement that was approved at a prior meeting.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution 3165 as part of the USDA facilities grant agreement that was approved prior to this meeting. Motion carried unanimously.

 

Approval of the EOC Cooperative Agreement: Commissioner Benjamin Kafferlin reviewed the agreement with the EOC for social services agreements.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with Warren Forest EOC for social service agreements. Motion carried unanimously.

 

CYS Agreement with Annie Sharp: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the CYS agreement with Attorney Annie Sharp to be the Guardian ad Litem for an 18-year-old individual who is in need. Motion carried unanimously.

 

Approval of the Title IV-D Cooperative Agreement (Domestic Relations):  Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Title IV-D Cooperative Agreement for Domestic Relations. Motion carried unanimously.

 

Approve the agreements for the Business and Financial Review Agencies for CARES ACT SBG: Commissioner Jeff Eggleston explained that these agreements are with Kersey & Associates and Haines and Company to be the Financial Review Agencies for the Small Business Grant program to disburse the Cares Act.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the agreements that will be sent to Haines and Company along with Kersey and Associates to be the county’s Financial Review Agencies for the SBG. Motion carried unanimously.

 

Approve the Public Defender Agreements: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the legal services agreement with Alan Conn as a specially appointed Public Defender at a rate of $85.00 per hour. Motion carried unanimously.
