Warren County Commissioners Public Meeting

July 11, 2018 12:00 p.m.

Commissioner’s Conference Room


Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.


Staff Present: Pamela Matve, Chief Clerk; Lisa Rivett, Director of Elections, Michael Lyon, Zoning Officer, Ed Burris, Veteran’s Affairs Director, Adult Probation Department; Aaron Mocny, Matt Gernold, Shane Kelley, Cark McKee, and Fran Hanlin, Juvenile Probation Department, Brenda Beers, Michael Lion, Chris Stuart, Marek Saporito, and Michael Grubbs


Citizens Present: Josh Cotton (WTO), Joe Scully, Donna Zariczny, Amy Stewart, Chris Byham, Norbert Kennerknecht, and Beverly Leonhardt




Commissioner Benjamin Kafferlin listed the meetings to which either two or all three Commissioners were together since the last meeting.


Commissioner Benjamin Kafferlin stated that there has been no important correspondence


Public Hearing:


Commissioner Benjamin Kafferlin stated that today we have a public hearing to which an area in Sugar Grove would like to go from Residential 1 to Business. He then turned the hearing over to Michael Lyon, Zoning Officer.


Michael Lyon stated that the Warren School District is requesting to change the zoning of 101 School St. from residential 1 to business so that they can use the vacant school for offices and their maintenance headquarters.

Currently they are renting space at the State Hospital grounds, and this change would save them money.


Commissioner Benjamin Kafferlin has this been properly advertised to which Michael Lyon stated it has, and all neighbors have been notified.


Commissioner Jeff Eggleston asked if there are any other areas around this one that is zoned business? Michael Lyon stated yes, directly across the street.


Commissioner Cindy Morrison asked if there was anyone here that has any objections, to which there were no objections.


After nothing further, the public hearing was closed at 12:03

Agenda Content: There were no changes to be made to the agenda.


Minutes from the June 27, 2018 Meeting: There were no changes to be made to the minutes.


Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $946,000.00 and in the Erie bank account a balance of $197,134.00. The total payouts are approximately $343,000.00.


Commissioner Cindy Morrison stated that you say we are at a drawdown of 2,500,000.00 on the TAN, this is the same amount as two weeks ago, and I know I signed a draw down request that was on the Chief Clerk’s desk after the meeting two weeks ago, so how can we be the same.


Eric Hern stated that they canceled this draw down as there was some funds that came in and we did not need this.


Commissioner Benjamin Kafferlin stated that there was an email sent to the Commissioners notifying us of the cancelation. Commissioner Cindy Morrison stated that she must have missed this email. Commissioner Benjamin Kafferlin found the email and read it for the public.


Proclamation for National Disability Voter Registration Week and Pretrial, Probation and Parole Supervision Week were read.


Lisa Rivett stated that all our polling places are ADA compliant.


Carl McKee stated that he appreciates the support from the Commissioner’s office and is very proud of his staff. Michael Lyon stated he to is proud of his staff, they put many evening and weekend hours.


Commissioner Jeff Eggleston spoke on a personal note; as a result of the Adult Probation department years ago, my life was turned around. They changed my life, and I thank them. Warren County has probation officers that are top of the line.


Commissioner Cindy Morrison thanked Carl and Mike and all the officers for their work. This is a 24/7 job.


Commissioner Benjamin Kafferlin stated that he too appreciates the work they do to keep people out of our jail.


Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the June 27, 2018 minutes, the fiscal report as presented, and the proclamations as read. Motion carried unanimously.

New Business:


Ratification of Human Services SEIU Contract: Commissioner Jeff Eggleston spoke about the negotiations and stated that today we are here to ratify this contract with the changes as presented so that we can sign his as soon as we get the final documentation.


Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the SEUI contract for Department of Human Services as presented. Motion carried unanimously.


LEPC Appointees: Commissioner Benjamin Kafferlin stated that while these people were already appointed to the LEPC, PEMA Director Flynn asked that we recognize then at a public meeting. Therefore, we would like to thank Justin Snell, Paula Shareno, Robert Frazier and Rene Davis for their volunteer work they do.


Approval of Ordinance 251 for rezoning of area in Sugar Grove from R1 to B: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Benjamin Kafferlin to approve the rezoning of 101 School Street in Sugar Grove from Residential 1 to Business. Motion carried unanimously.
