Warren County Commissioners Public Meeting
July 10, 2019 12:00 p.m.
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk, Eric Hern, Fiscal Director, Solicitor Nathaniel Schmidt, Ed Burris, Director of Veteran's Affairs, Lisa Rivett, Director of Elections, Michael Walters, Aaron Mocny, Matt Gernold, Carrie Schmader, Kim Corey, Nancy Morris, Bonnie Webster and Monica Prowitt
Citizens Present: Josh Cotton (WTO), John Able, and Connie Zaffino
Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded.
Meetings held since the last meeting: Commissioner Benjamin Kafferlin stated that since the last meeting, he and Commissioner Jeff Eggleston were together at the Tax Collector Picnic, Northwest County Commissioners Assoc. meeting, and a meeting yesterday with the slate roof construction company. No action was taken at any of these meetings.
Correspondence: Commissioner Benjamin Kafferlin stated that there were a couple of items of correspondence that has crossed his desk; DCED audit with a finding, PEMA regarding the 911 audit with no findings and DCNR regarding the SEFA Grant Audit with no findings.
John Able asked about the brine issue. Does the county know which roads the brine is being spread, and is it a co-product. Can the county find out this information?
Commissioner Benjamin Kafferlin stated that this is beyond the realm of the Commissioner Office. Tonight is the Council of Government meeting and that would be the place to ask that question.
John Able asked if the county was going to do a Environmental Impact Study to which Commissioner Benjamin Kafferlin stated that DEP has already done one. To do another we would have to have a very good reason to do so.
Commissioner Jeff Eggleston stated that the study done in 1990 he could forward to Mr. Able, Commissioner Jeff Eggleston then stated that the meeting you speak of is to come up with a solution, not to do another study.

Commissioner Benjamin Kafferlin stated that he would like to move the Melissa Zydonik bonus to the next meeting as he did not have all the information he needs to make a presentation.
Minutes from the June 26, 2019 Meetings: no changes need made
Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $1,931,614.00 and in the Erie Bank account a balance of $448,439.00.
Eric Hern, Fiscal Director then stated that we have not drawn from the TAN, and does not see a need to till maybe next week.
Proclamation(s): National Disability Voter Registration Week, Pretrial, Probation and Parole Supervision Week.
After the Pretrial, Probation and Parole Supervision Week was read, Commissioner Jeff Eggleston thanked the probation staff for all their hard work. You help keep people out of jail, or you help them to turn over a new leaf in life, and that is not easy, thank you.
Citation(s) of Excellence: Commissioner Jeff Eggleston read a citation of excellence in Community Service for Carman Fedele and the work he has put into the Tidioute Recycling Center.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the minutes from June 26, 2019, the proclamations, the citation of excellence as read, and the fiscal report as presented. Motion carried unanimously.
Repository Tax Bid(s): Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the repository tax bid from Kurtis Fry in the amount of $250.00 for parcel TD-5-28-245 and the repository tax bid from Stephen Breon in the amount of $250.00 for parcel YV-5-8934-9. Motion carried unanimously.
Appointments to the Sustainability Task Force: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the appointment of Bob Carlson, Jennifer Watt, Daniel Reese, Catrina Leamon, and Kevin Downey to the Sustainability Task Force. Motion carried unanimously.

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.
