Warren County Commissioners Public Meeting

June 27, 2018 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Lisa Rivett, Director of Elections, Lori Bimber, Register and Recorder, Dan Glotz, Planning & Zoning Director,  and Betsy Miller

 

Citizens Present: Josh Cotton (WTO); and Joe Scully

 

Announcements:

 

Commissioner Benjamin Kafferlin listed the meetings to which either two or all three Commissioners were together since the last meeting.

 

Commissioner Benjamin Kafferlin stated that there has been no important correspondence

Agenda Content: There were no changes to be made to the agenda.

 

Minutes from the June 13, 2018 Meeting: There were no changes to be made to the minutes.

 

Fiscal Report: Commissioner Benjamin Kafferlin stated there was cash on hand of $735,000.00 and in the Erie bank account a balance of $197,006.00. The total payouts are approximately $206,264.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the June 13, 2018 minutes, and the fiscal report as presented. Motion carried unanimously.

Agreement with the Child Advocacy Center: Betsy Miller stated that this agreement would allow the Child Advocacy Center to be an approved vendor. They will be giving a good place to do forensic interviews for our Children & Youth. The cost will be $400 per interview.

 

Commissioner Jeff Eggleston stated that he is very excited to see this project take off.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement between Children and Youth and the Child Advocacy Center. Motion carried unanimously.

 

Municipal Waste Management and Recycling Ordinance Approval: Dan Glotz, Planning & Zoning Director gave a brief background on this project stating that the plan and ordinance have to be updated every ten years. The process began in 2016 by putting a group together to review the current plan, and make changes to update to current laws. In March 2017 the plan was put forth to the Commissioners for approval. Second step was then to send in onto DEP for their approval. Now the last and final step as DEP has approved the plan, the Commissioners must approve the new ordinance.

 

Commissioner Cindy Morrison stated that; in essence, this will create a recycling center.

 

Dan Glotz, Planning & Zoning Director stated that; no, this will allow a recycling center but does not require that we make a center.

 

Commissioner Cindy Morrison asked then if everyone in Warren County does not recycle they will get fined.

 

Dan Glotz, Planning & Zoning Director stated no, in this plan we have to look at many aspects for recycling, as we do have some recycling drop off locations.

 

Commissioner Cindy Morrison then stated that she has a problem passing this ordinance as we are penalizing those that do not recycle.

 

Commissioner Jeff Eggleston stated that this ordinance is the same ordinance that is already in place, we just have to renew it.

 

Dan Glotz, Planning & Zoning Director stated that it does not state that we will penalize, it states that we may, but we do not, it is not a mandate that you have to recycle. But it states that if you do, you cannot mix your trash in with your recyclables.

 

Commissioner Benjamin Kafferlin thanked Dan Glotz for all his hard work on the plan and the ordinance.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Municipal Waste Management and Recycling Ordinance. Motion carried unanimously.

 

ResCare Workforce Non-financial Agreement: Commissioner Benjamin Kafferlin stated this program with ResCare is in connection with the Career Link. They have an intern program that wages are paid for by the State.

 

Commissioner Cindy Morrison asked who this person would report to. Commissioner Benjamin Kafferlin stated they will report to Pamela J. Matve, Chief Clerk.

 

Commissioner Jeff Eggleston stated that we had the opportunity to meet this young man, and there is a half our supervisor meeting that the will be done. This person would be doing a variety of duties in the clerical side of things, such as scanning, working with fiscal etc.

 

Commissioner Cindy Morrison then asked who conducted the interview and why she was not notified. She then asked about confidentiality. Commissioner Jeff Eggleston stated that they would be held to the same standards as any of our employees, we can have him sign a form.

 

Commissioner Benjamin Kafferlin stated that this is a great opportunity to give someone hands on experience, work ethic etc. with no cost to the county.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the non-financial agreement with ResCare. Motion carried unanimously.

 

Administrative Agreement for Trails at Jakes Rocks: Commissioner Benjamin Kafferlin stated that this agreement is between the County and the Warren County Development Authority. This agreement is giving the WCDA the administrative authorization for the $400,000.00 grant that was secured from DCNR for the expansion of Jakes Rocks biking trails.

 

Commissioner Cindy Morrison stated that she thought we already did this. Commissioner Jeff Eggleston stated that we did for the second phase of the project. This is now for the Third Phase.

 

Joe Scully asked how much the grant was for, to which Commissioner Benjamin Kafferlin stated $400,000.00.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement giving the Warren County Development Authority the authorization administer the grant on behalf of Warren County. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve/ratify the personnel report as presented. Motion carried unanimously.
