Warren County Commissioners Public Meeting

June 26, 2019 12:00 p.m.

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Eric Hern, Fiscal Director, Solicitor Nathaniel Schmidt, Kim Exley, H.R. Administrator, Ed Burris, Director of Veteran's Affairs, Lisa Rivett, Director of Elections, Phil Gilbert, Tax Claim Director, Ken McCorrison, Public Safety Director, and Colten Swan

Commissioner Benjamin Kafferlin stated that he has an agreement with Vera Institute that he would like    to add to the agenda. No one objected.

 

Minutes from the June 12, 2019 Meetings: no changes need made

 

Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $840,590.00 and in the Erie        Bank account a balance of $448,294.00.

 

Eric Hern, Fiscal Director then stated that we have not drawn from the TAN, and do not see a need to till     maybe next week.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve today’s agenda, the minutes from June 12, 2019, and the fiscal report as presented. Motion carried unanimously.

Resolution #3141 Reauthorization of Collection of Fees to the Abandoned Mine Reclamation Fund: Commissioner Benjamin Kafferlin stated that in 2006, the Congress of the United States re-authorized the Surface Mining Control and Reclamation Act of 1977 to extend fee collection through 2021. Now that is about to expire and we want to renew our support.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the adoption of Resolution #3141 Reauthorization of Collection of Fees to the Abandoned Mine Reclamation Fund. Motion carried unanimously.

 

Amendment to the AFSCME Labor Agreement: Commissioner Benjamin Kafferlin gave a brief background on the issue of why the labor agreement was amended as it pertains to 911 dispatchers. We are short staffed, just hired one full time dispatcher, and still have a vacant full time position open. We are also very low on part timers.

 

Commissioner Benjamin Kafferlin went onto state that this agreement will change the 911 dispatcher start rate from $10.24 to $16.50 with incremental increases as training is completed.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the amendment to the AFSCME Labor Agreement as presented for 911 dispatchers to be effective June 10, 2019. Motion carried unanimously.

 

Agreement with LexisNexis: Phil Gilbert, Tax Claim Director stated that this service is used to find individuals that do not sign for tax notices. Everyone has to be notified before their property can go to tax sale. He was able to keep the current prices, but we have to sign a new agreement.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with LexisNexis as presented. Motion carried unanimously.

 

Agreement with Vera Institute of Justice: Commissioner Benjamin Kafferlin stated that Vera Institute would like to work with Warren County Jail to collect data for some statistical reporting.

 

Solicitor Nathaniel Schmidt stated that he has reviewed this agreement, and proposed changes as the county is a public entity, and their agreement as written is for private entities. As it is written, we are already violating this agreement for even speaking about it.

 

Commissioner Benjamin Kafferlin stated that he will forward the proposed changes to Vera Institute, and if they do not agree to make the changes, the project stops.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Vera Institute of Justice provided they agree to the proposed changes suggested by Solicitor Nathaniel Schmidt. Motion carried unanimously.

SeparationsMotion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the Personnel Report as presented. Motion carried unanimously.

 

Closing:

 

In closing, Commissioner Benjamin Kafferlin stated that he has something he would like brought up but is not sure if it should be at this meeting or Salary Board.

 

He went on to state that Melissa Zydonik has put in many hours doing the job of the Coroner, before he retired, as he was unable to do the duties. She was only paid the $75.00 per call as the Deputies are paid. Commissioner Benjamin Kafferlin would like to give her $2,000.00 for filling in as the Coroner until her oath being administered on June 30th, 2019.

 

Commissioner Jeff Eggleston stated that he feels this should be discussed at a Salary Board meeting.

 

Eric Hern, Fiscal Director stated that if she were given this as a 1099 vendor, we could discuss here today.

 

Commissioner Jeff Eggleston stated that she is an elected official and her rate has been set. Commissioner Benjamin Kafferlin stated that this is for work done before she became an elected official. He then asked Pamela J. Matve, Chief Clerk to place this on the agenda for the July 10, 2019 public meeting under old business.

Adjournment:  Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
