Warren County Commissioners Public Meeting

June 13, 2018 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Eric Hern, Fiscal Director; Public Safety Director Todd Lake, Ken McCorrison, Sheriff Kenneth Klakamp, Lisa Rivett, Director of Elections, Brian Bull, GIS Coordinator, Lori Bimber, Register and Recorder, Phil Gilbert, Tax Claim Director, Meredith Ketcham, and Patty Wassink

 

Citizens Present: Josh Cotton (WTO); Joe Scully, Dominic Ventura, Randy Howell, Heidi Halcomb, and Constable Mike Noe

 

Announcements:

 

Commissioner Benjamin Kafferlin listed the meetings to which either two or all three Commissioners were together since the last meeting.

 

Commissioner Benjamin Kafferlin stated that there has been no important correspondence

Consent Agenda:

 

Agenda Content: Commissioner Benjamin Kafferlin stated that the Motorola Agreement is actually old business; I asked to have it at the end.

 

Minutes from the May 23, 2018 Meeting: There were no changes to be made to the minutes.

 

Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $667,774.00 and in the Erie bank account a balance of $197,006.00. The total payouts are approximately $171,370.00.

 

Eric Hern, Fiscal Director stated that there is a request on the Chief Clerk’s desk for a tan drawdown.

 

Proclamation for the recognition of the staff of the Warren County Children & Youth Services was read.

 

Commissioner Jeff Eggleston stated that in relation to this he was a part of the QRS process to score the quality of services of our Children & Youth. I am proud to say that the Warren County Children and Youth scored very high on the services they provide.

 

We do not discuss our victories enough; he then gave an overview of a ride along he participated in, and stated that the outcome had a very good ending.

 

Thank you to Meredith Ketcham and her staff for the hard work they do in serving the Children & Youth of Warren County.

 

Meredith Ketcham thanked the Commissioner’s for their recognition.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the May 23, 2018 minutes, the fiscal report as presented, and the Proclamations as read. Motion carried unanimously.

Appointment of Fire Chaplain: Commissioner Benjamin Kafferlin stated that previously we passed a resolution to commission Emergency Services Chaplaincy within the department of Public Safety. At that time we appointed Daniel Stanley. Commissioner Benjamin Kafferlin reiterated that these are voluntary positions.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Cindy Morrison to commission Douglas McCracken as Chaplain within the Public Safety department. Motion carried unanimously.

 

Commissioner Jeff Eggleston took a moment to thank these gentlemen for volunteering their time. Public Safety Director Todd Lake stated that he wholeheartedly supports the commission of Mr. McCracken.

 

Commissioner Benjamin Kafferlin then took a moment to give Mr. Stanley and Mr. McCracken the oath.

 

Tower Lease Agreements: Commissioner Benjamin Kafferlin asked Public Safety Director Todd Lake to take a moment and explain what these leases entail.

 

Public Safety Director Todd Lake stated that we had a lease in the past, but over the years it was forgotten. This tower and three guide wires sit on one property, while the building literally sits on two different properties. We have gotten both parties to agree to a tower lease agreement of $100.00 per year.

 

Commissioner Benjamin Kafferlin took a moment to thank Todd Lake, and Solicitor John Shreve for spear heading this project and following this through to the end.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the tower lease agreements with Mr. Steven Streich, and Calendonia Land Company. Motion carried unanimously.

 

Seamless Gutter Project: Commissioner Benjamin Kafferlin stated we went out for quotes on a gutter project at the Public Safety Building and All Weather Seamless Gutter, LLC was the lowest bidder at $10,500.00. While we do not have to vote on this, it has to be stated by law why Commissioner Jeff Eggleston was the only Commissioner to sign the documents. So that it is brought out to the public.

 

Commissioner Benjamin Kafferlin stated that I am all for this project and the company; my conflict of interest stems from the fact that Kafferlin Strategies does work for All Weather and I own the majority of Kafferlin Strategies. I do not nor will I profit from this transaction.

 

Commissioner Cindy Morrison stated that her conflict lies in the fact that her family is very close friends of the owner from All Weather Seamless Gutter.

 

Appointment to the Housing Authority Board: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the appointment of Mrs. Patricia Miller to the board of the Housing Authority of Warren County effective immediately for a two year term. Motion carried unanimously.

 

Repository Tax Bid(s): Commissioner Benjamin Kafferlin reviewed the repository bids that have been presented by Tax Claim for approval:

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to accept the repository bids as presented above. Motion carried unanimously.

 

Right of Way Agreements: Commissioner Benjamin stated that today we have before us the agreement with Robert and Barbara Ekey to extend the bike trail. Dan Glotz, Planning & Zoning Director has been working on this for a few years now.

Joe Scully asked, how will people get around the mall? Commissioner Jeff Eggleston stated that Dan has that all figured out with the businesses along that area. Commissioner Benjamin Kafferlin stated that Dan would be able to give you a better answer.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the right of way agreements with Mr. and Mrs. Ekey. Motion carried unanimously.

 

Motorola Radio Project Financing Agreement: Commissioner Benjamin Kafferlin stated that this subject was discussed extensively at the last public meeting. At that meeting we passed the Communications System and Service Agreement, but tabled the financing agreement. Since then we have had more dialog with the solicitor and Motorola.

 

Dominic Ventura stated that Motorola was asked to give an extension which we did, we were also asked to reduce the interest rate, which we did. We also want to note that the payment is deferred until 2019, and it is a ten year payment plan with no prepayment penalties.

 

Public Safety Director Todd Lake stated that over the last couple weeks we have applied for grants through the USDA and an EMS service grant to help reduce the overall cost of the project. I am very proud to be a part of this project.

 

Commissioner Benjamin Kafferlin stated that Commissioner Cindy Morrison was concerned about the engineering portion, and the state will be covering that, Commissioner Jeff Eggleston’s concern was the interest rate, that also has been addressed with a lower interest rate.

 

Commissioner Cindy Morrison stated that although we have the grants funding, we still have the other costs. Public Safety Director Todd Lake stated that in the future we can ask for help on maintenance portion.

 

Commissioner Cindy Morrison asked again what the interest rate is to which Dominic Ventura stated it was 4.15% and we have lowered it to 3.99%.

 

Commissioner Jeff Eggleston highlighted some reasons as to why he supports this project. When Erie County put in the new radio system it was a cost of $75 per person, we are doing this for $45 per person. Secondly, with regards to the funding, there are many streams to which can be used. We are doing a lot within the county to save costs. It is not hard to get hung up on the price tag.

 

The project itself, one the connectivity so state police and first responders can talk is huge, the issue of greater coverage is a very important aspect.

 

Commissioner Cindy Morrison stated that we passed the service agreement, so now we need to finance it.

 

Commissioner Benjamin Kafferlin asked if that was a motion he heard.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the financing agreement with Motorola at a 3.99% interest rate.

 

Commissioner Jeff Eggleston thanks Commissioner Benjamin Kafferlin, Public Safety Director Todd Lake, and Ken McCorrison for their hard work on this project. From my perspective this is a ground breaking project, and I am glad to be involved.

 

Public Safety Director Todd Lake stated that thanks also goes out to Motorola for their service and efforts to help move this forward.

 

Joe Scully stated that when Commissioner Cindy Morrison brought up Erie County, they got money from the governor. Has our lobbyists been involved in getting the Governor to give Warren County funding for this project.

 

Commissioner Benjamin Kafferlin stated that the PA State Police is directly under the Governor. I can say that the state has given a lot of funding on the project.

 

Commissioner Cindy Morrison stated that the State is allowing us to use their system, that is a great savings to Warren County.

 

Commissioner Benjamin Kafferlin stated he believes the funding from the Governor was given for the building, we are revamping our building.

 

Commissioner Benjamin Kafferlin went on to state that there will be a six month roll out and ample time to speak on this project to keep all informed of the progress. I am so deeply thankful for the support of my fellow commissioners and to our public. I am thrilled to be involved with this project.

 

With no further discussions, the above motion was called to question and the motion carried unanimously.
