Warren County Commissioners Public Hearing

June 10, 2020 12:00 p.m.

Via Conference Call


Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present.


Staff Present: Pamela Matve, Chief Clerk, Solicitor Nathaniel Schmidt, Lorri Dunlap, Grants Administrator, Eric Hern, Fiscal Director, and Director of Planning & Zoning


Citizens Present: Josh Cotton (WTO)


Commissioner Benjamin Kafferlin announced that the meeting is being recorded and today we have one public hearing:


FFY 2020 CDBG Funds Request for projects: Lorri Dunlap stated that Warren County has been given an allocation of $245,852.00 for 2020. This is an increase of approximately $4,362.00 from last year.


Lorri Dunlap stated that she has sent letters to the municipalities asking for projects that they may have in their municipality that would qualify for the use of CDBG funds. This has also been advertised, and she stated that she has received a couple projects for review.


Lorri Dunlap reviewed for the public, the qualifications that must be met in order for a project to be eligible such as it must benefit low to moderate income families, take care of blight, etc.


Once the projects are received, Lorri reviews them before submitting them to the State for approval, at that time they will be brought to the Commissioners for approval.


Commissioner Tricia Durbin asked if action was needed today to which Lorri stated no. Once eligible projects are chosen it is at that time they will go before the Commissioners.


Lorri did stated that not all projects are chosen if not all information is provided.


Commissioner Jeff Eggleston asked about some of the parameters such as the disaster relief; can we use CDBG funds with some of Emergency Management expenses during COVID-19. Lorri stated that it does not qualify as it is not disaster relief from a flood, tornado etc.


Commissioner Jeff Eggleston then asked about Senior housing; Lorri Dunlap stated that it is Senior Services, not housing.


Commissioner Benjamin Kafferlin stated that with nothing further we will close this public hearing at 12:15 p.m.
