Warren County Commissioners Public Meeting

June 10, 2020 12:16 p.m.

Conference Call

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present via GoToMeeting digital platform.

 

Staff Present: Pamela Matve, Chief Clerk, Solicitor Nathaniel Schmidt, Lorri Dunlap, Grants Administrator, Eric Hern, Fiscal Director, and Director of Planning & Zoning

 

Citizens Present: Josh Cotton (WTO)

 

Announcements: None

 

Meetings held since the last meeting: Commissioner Benjamin Kafferlin stated that there have been no executive sessions or meetings held with all three since the last public meeting.

 

Correspondence: None

 

Public Comment: None

 

Consent Agenda:

 

  • Agenda Content: Commissioner Benjamin Kafferlin reviewed he items on the agenda and there were no changes to be made.

 

Minutes from the May 27, 2020 Meeting: No corrections or additions to be made.

 

Fiscal Report: Eric Hern, Fiscal Director stated that balance in the general fund is $586,840.00 and in the Erie Bank Account, $649,871.00.

 

Eric Hern stated that he anticipates having to do a draw from the TAN by the end of the week; but compared to last year we good.

 

Personnel Report: Eric Hern reviewed the personnel report

 

Proclamation(s): None

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agenda, the minutes from the meeting of May 27, 2020, and the personnel report. Motion carried unanimously.

 

Old Business: None

 

New Business:

 

Agreements with Zelenkofske & Axelrod: Eric Hern stated that Z&A was the audit firm that started doing the County’s year end audit in 2018. These agreements are for the next three years for both the County and Human Services.

 

Commissioner Benjamin Kafferlin stated that even at the end of 2022 the cost is significantly less than what we were paying before Z&A. He then stated that he is very pleased with the work they have done and the fact that they are proactive.

 

Attorney Nathaniel Schmidt stated that he has reviewed the agreements and they meet with this approval.

 

Commissioner Jeff Eggleston stated that he echo’s Commissioner Benjamin Kafferlin comments.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreements with Zelenkofske & Axelrod for the period of 2020-2022. Motion carried unanimously.

 

Repository Tax Bid(s): Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the repository bid from Robert Brown in the amount of $700.00 for parcel CY-003-592600-001. Motion carried unanimously.

 

Resolutions 3159 & 3160 for Phase IV of the STMP (EIP): Director of Planning & Zoning explained that it is time to apply for Phase IV funding to complete the Comprehensive Land Use Plan. The City of Warren is completing their plan also and will be hiring the same consultant, therefore it is best practice for each party to pass a resolution showing support of the other.

 

#3159 Authorizes the Planning & Zoning office to apply for the Phase IV funding and #3156 is the resolution showing our support for the City of Warren.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve both Resolutions #3159 and #3160 for Phase IV funding of the STMP program.

 

Commissioner Jeff Eggleston stated that this plan is very important in allowing us to pull from State and Federal funding.

 

Commissioner Tricia Durbin stated that this is a good step forward in showing that the County and the City is collaborating together.

 

After nothing further, the above motion was called and the motion carried unanimously.

 

Closing:

 

Commissioner Benjamin Kafferlin asked Dan Glotz, Director of Planning & Zoning to give an update on the C.O.G. meeting. Dan Glotz stated that the main program was on residential storm water management.

Adjournment:  Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
