Warren County Commissioners Public Meeting
May 12 2016 10:00 a.m.
Commissioner Conference Room
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Jeff Eggleston present. (Commissioner Cindy Morrison was absent)
Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Lori Bimber, Todd Lake, and Treasurer Dennis Munksgard

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from April 27, 2016. Motion carried unanimously.
Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $1,137,426.00 and in the restricted account a balance of $742,105.00. Last week we paid out $1,300,000 in accounts payable with $498,097 being the secure rural schools fund payments.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.
Proclamation-Emergency Medical Services Week: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the proclamation proclaiming May 15-21, 2016 as Emergency Medical Services Week in Warren County. Motion carried unanimously.
Commissioner Benjamin Kafferlin took this time to say a few words of thanks to all the Emergency Responders whether it be fire fighters, or Emergency Medical Responders they put in a lot of hours of training and personal expenses. This past weekend we had our Fire Services training and there were 120 volunteers from Warren County.
Intergovernmental Transfer (IGT): Motion was made by Commissioner Jeff Eggleston seconded by Commissioner Benjamin Kafferlin to approve the Intergovernmental Agreement with the State Dept. of Human Services in the amount of approximately 1.7 million. This was then opened for discussion
Commissioner Benjamin Kafferlin stated that Jason Diley, CEO of the Rouse was in attendance to answer any questions.
Commissioner Jeff Eggleston opened the discussion by making it clear to all that a lot of work and research has been done before we agreed to this IGT. He also went on to explain how the funding will work; the county will be putting up the 1.7 million of TAN funds to cover this and in the end, the Rouse will get a larger amount of Federal funding.
Commissioner Jeff Eggleston also stated that an agreement is being prepared for the Rouse to sign that they will cover the county on any expenses that may occur before the state sends back the funds.
Commissioner Jeff Eggleston went on to state that he firmly believes that we have done everything we can to make sure we are all on the same page.
Fiscal Director Judith Albaugh voiced her concern, that the agreement with the Rouse is not being signed at the same time. Also by doing this we are leaving the county with very low funding. Commissioner Jeff Eggleston stated that if the Rouse was not willing to sign and cover the county I would not sign this agreement as we do have (30) thirty days to pull out.
Jason Diley thanked the Commissioner’s for their due diligence on this project and with many phone conferences that they took part in.
Treasurer Dennis Munksgard stated that he had his concerns in the beginning and he did his own research of the past few years as to when the tax funds will begin coming in and it will be tight, but he feels we will make it.
After no further discussion the question was called on the above motion and it was carried unanimously.

Treasurer Dennis Munksgard stated that at this time he would like to voice a concern as Tax Claim Director; all the municipalities were to have their reports turned in by the end of April and there is one municipality that has yet to bring in her reports, Pittsfield tax payers come in to pay their taxes, and we have to turn them away as we do not have the information. I just want it noted that we do try, but if we do not have the information there is nothing we can do.

Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
