Warren County Commissioners Public Meeting
May 27, 2020 5:30 p.m.
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present via GoToMeeting digital platform.
Staff Present: Chief Clerk Pamela Matve, Eric Hern, Fiscal Director, Phil Gilbert, Director of Tax Claim, and Attorney Nathaniel Schmidt
Citizens Present: Josh Cotton (WTO), and Jane Dunshie
Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded.
Commissioner Benjamin Kafferlin then asked for a moment of silence in light of the passing of former Commissioner Richard Campbell.
Meetings held since the last meeting: Commissioner Benjamin Kafferlin stated that there was one executive session that actually took place right before this meeting to discuss litigation and personnel issues.
Commissioner Benjamin Kafferlin stated that they have had a couple calls with Kenneth McCorrison, Public Safety Director regarding COVID-19.
Public Comment: None
- Agenda Content: Commissioner Benjamin Kafferlin reviewed he items on the agenda and there were no changes to be made.
Minutes from the May 13, 2020 Meeting: No corrections or additions to be made.
Fiscal Report: Eric Hern, Fiscal Director stated that balance in the general fund is $1,298,787.00 and in the Erie Bank Account, $648,916.00.
He then stated that we are right on par with last year and everything is running smoothly.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agenda, the minutes from the meeting of May 13, 2020. Motion carried unanimously.
Old Business: None
Broadband Task Force Appointees: Commissioner Benjamin Kafferlin stated that the following people will be appointed to the Broadband Task Force:

Commissioner Tricia Durbin Commissioner Jeff Eggleston
Dan Glotz Kale Asp
John Lasher Paul Giannini
Mitch Obenrader Tom McKinley
Jim Decker Amy Stewart
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointees to the Broadband Task Force as presented. Motion carried unanimously.
State Food Purchase Program Contract (Salvation Army): Commissioner Benjamin Kafferlin explained that the Salvation Army maintains the funds for this program and this is pass through money, and the county does not contribute funds. This agreement is signed every year showing zero as the amount contributed.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the State Food Purchase Program. Motion carried unanimously.
Agreement between Warren County and the USDA: Attorney Nathaniel Schmidt explained that this agreement is for a grant application between the Sheriff’s office and the USDA for equipment upgrade. The USDA requires and agreement showing that Attorney Nathaniel Schmidt is representing the county in this matter.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement between Warren County and the USDA
Personnel Report: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.
Commissioner Tricia Durbin commented that it will be interesting to see how things go when we go green on Friday. She stated that she is very pleased to see that the businesses will be open and we will try to help them in any way we can.
Adjournment: Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
