Warren County Commissioners Public Meeting

May 26, 2021 12:05 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Lisa Hagberg, Finance Director, Attorney Nathaniel Schmidt, Dan Glotz, Director of Planning & Zoning, Michael Lyon, Zoning Officer, and Meredith Ketcham, Children & Youth Administrator

 

Citizens Present: Josh Cotton (WTO), Brandi Rosselli, Julie Sharme, Mike Holts, and Vince DeJoy

 

Announcements: Commissioner Benjamin Kafferlin stated the meeting is being recorded.

 

Meetings held since the last meeting: Commissioner Benjamin stated that there was one executive session since the last meeting for legal consultation.

 

 

Correspondence: None

 

Public Comment: Dan Glotz, Director of Planning & Zoning introduced Brandi Rosselli from Macken Engineering to give a brief overview of the Parks and Recreations Plan for both the County and the City of Warren.

 

Dan Glotz, Director of Planning & Zoning stated that at the back of the plan is an appendix that shows each park and the recommendations along with the various funding sources that can be used.

 

Commissioner Jeff Eggleston let Dan Glotz, Director of Planning & Zoning and Macken Engineering know his appreciation for all their work done on this extensive plan.

 

Consent Agenda:

 

Minutes from the May 12, 2021 Public Meeting: No corrections or additions to be made.

 

Finance Report: Lisa Hagberg, Finance Director gave the financial report stating that after all expenses paid, to which she reviewed the balance in the general fund is $1,115,978.00, and in the Erie Bank is $1,244,832.00

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the consent agenda as presented. Motion carried unanimously.

Ordinance #257 Amending Section 307: Commissioner Benjamin Kafferlin stated that this is the approval of the ordinance to amend section 307 to allow multiple dwellings.

 

Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Ordinance #257 amending section 307 to allow multiple dwellings. Motion carried unanimously.

 

Approval of adding Adelphoi Village and Families United Network to CYS approved contractors: Meredith Ketcham, Children & Youth Administrator explained that there is an emergency placement needed into Adelphoi Village but they are not currently an approved contractor nor is Families United Network for which we have a placement. She is requesting that these be approved for 2021 and again for the 2021/2022 fiscal year.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve both Adelphoi Village and Families United Network be added to the 2021 and the 2021/2022 list of approved contractors for Children and Youth

 

Resolution #3181 Rescinding Declaration of Emergency: Commissioner Benjamin Kafferlin stated that in March 2020 a Declaration of Emergency was enacted due to COVID-19, and the need to hire a couple people in a timely fashion and the purchasing of PPE, etc.

 

This resolution will rescind that declaration to which if needed we can declare an emergency, but at this time with the number of cases, and the number of residents being vaccinated, there is not a need for such declaration. Commissioner Tricia Durbin stated that in today’s paper it showed that Warren County has no new cases.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution #3181 Rescinding the Declaration of Emergency. Motion carried unanimously.

 

Approval of space for ATM Machine: Commissioner Benjamin Kafferlin stated that this agreement is so that Rys Management can place an ATM Machine in the courthouse.

 

Attorney Nathaniel Schmidt stated that while he reviewed the agreement, there were changes that were discussed with Rys Management and accepted. This will be a five-year agreement, and the county will see .50 of the surcharge fees after 2,500 transactions.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with Rys Management to place an ATM machine in the courthouse. Motion carried unanimously.
