Warren County Commissioners Public Meeting

May 22, 2019 12:00 p.m.

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Ed Burris, Director of Veteran's Affairs, Phil Gilbert, Tax Claim Director, Nathaniel Schmidt, Lisa Rivett, Director of Elections, Kim Exley, H.R. Administrator, and Lori Bimber, Register and Recorder

 

Citizens Present: Josh Cotton (WTO), Joe Scully, and Heidi Kafferlin

 

Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded.

 

Commissioner Benjamin Kafferlin listed the two meetings that there were two commissioners together but no action was taken; Little League Association, and the Township Convention. There was also retirement meeting held, but it was advertised.

Minutes from the May 8, 2019 Meetings: no changes need made

 

Fiscal Report: Commissioner Benjamin Kafferlin stated there was cash on hand of $1,231,068.00 and in the Erie Bank account a balance of $448,294.00.

Commissioner Jeff Eggleston commended the Fiscal Department on their efforts to keep from drawing down on the TAN.

 

Treasurer Dennis Munksgard stated that in the near future we will be sending out the Secure Rural Funding payments.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the May 8, 2019, the fiscal report as presented, and the proclamation as read. Motion carried unanimously.

Award of the Parking Lot Repair Project: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the parking lot repair project to Huber Blacktop in the amount of $48,494.00.

 

Commissioner Jeff Eggleston stated that the parking lot is in disrepair, and this will also fix the drainage and ADA compliant issues.

 

Commissioner Cindy Morrison stated that she is a relative and needs to abstain.

 

After nothing further the above motion was called to question, and the motion carried two to one with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston for and Commissioner Cindy Morrison abstaining.

 

Resolution #3138 Authorizing the Execution of Financing: Commissioner Benjamin Kafferlin stated that a couple months back we financed the guaranteed energy saving project with First Internet Bank. He went on to state that this will finance the additional projects needed that is not part of the energy savings program.

 

Commissioner Jeff Eggleston stated the total to be financed is $1,180,806.00 and is revenue neutral as the projects being covered, the county spends $150,000.00 per year to put band aids on them.

 

Pamela J. Matve, Chief Clerk then stated that the following projects will be completed in this finance package: Jail Locking Mechanisms for two floors, slate roof repair, jail and courthouse replacement/repairs, and Signage around the outside of the courthouse.

 

Treasurer Dennis Munksgard stated that the jail locking mechanisms have been discussed for a number of years, and I am glad to see this issue being taken care of.

 

Joe Scully complimented the Commissioners on addressing the issues.

 

After nothing further the above motion was called to question and the motion carried two to one with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston for and Commissioner Cindy Morrison against.

 

Resolution #3139 Authorizing submission of the EIP Phase IIB grant application: Commissioner Benjamin Kafferlin stated that we applied for Phase II funding and we were not awarded the entire amount. Therefore we are submitting Phase IIB requesting 13,070.90 which is what we were not awarded in the first $60,000.00 as they ran out of funds. This is the next round of funding now available.

 

Commissioner Benjamin Kafferlin stated that the state is awarding 90% reimbursement.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Resolution #3139 authorizing submission of the Phase IIB grant application. Motion carried two to one with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston for and Commissioner Cindy Morrison against.

 

Award of the Sidewalk Project: Commissioner Benjamin Kafferlin stated that this project is for the installation of a sidewalk that will go from Fourth Ave. and follow to the Fifth St. entrance without having to walk behind the vehicles. Our insurance company stated that this was a liability that needed addressed. Eric Hern, Fiscal Director has gotten two different grants to help cover the cost of this project.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the sidewalk project to Carl E Swanson & Sons in the amount of $131,846.00.

 

Commissioner Jeff Eggleston stated that this will also address ADA issues that we have.

 

Joe Scully stated that he is glad the county is going with Carl E Swanson, the township has used him, and they are very through and informative.

 

Ed Burris, Director of Veteran's Affairs stated that he watches people with wheel chairs trying to come into the building and they have so much trouble. This will be a great improvement.

 

Treasurer Dennis Munksgard stated that we take things for granted as we are very mobile, it is a different story when you are handicapped. Thank you for addressing this.
