Warren County Commissioners Public Meeting

May 12, 2021 12:00 p.m.

Jackson Courtroom

 

Staff Present: Lisa Rivett, Director of Elections, Pamela Matve, Chief Clerk, Krystal Ransom, Kim Exley, Employee Relations Administrator, Kaylan Miller, Employee Benefits & Risk Administrator, Lisa Hagberg, Finance Director, and Kenneth McCorrison, Public Safety Director

 

Citizens Present: Josh Cotton (WTO), Steve Hoffman, and Rodney Wren

 

Announcements: Commissioner Benjamin Kafferlin stated that that the meeting is being recorded.

 

Meetings held since the last meeting: Commissioner Benjamin stated that there were several meetings where all three commissioners were together to discuss Rouse personnel, and the KPI’s for the Government Management System. Also, two executive sessions since the last meeting in which legal consultation and employee performance was discussed.

 

Correspondence: Commissioner Benjamin Kafferlin stated that a letter was received from the City of Warren requesting $500,000.00 for the Breeze Point boat launch. He told them that this could be discussed when they come up with a match figure.

 

They thought this could come from the American Recovery funds, but this may not be an eligible project.

Minutes from the April 28, 2021 Public Meeting: No corrections or additions to be made.

 

Finance Report: Lisa Hagberg, Finance Director gave the financial report stating that after all expenses paid, to which she reviewed the balance in the general fund is $1,425,073.00, and in the Erie Bank is $1,244,832.00

 

                Human Resource Report: Kim Exley, Employee Relations Administrator gave the HR report for the prior                 month.

 

                Department Reports: Commissioner Benjamin Kafferlin stated that the departmental reports are in your

Packet for your review

 

                Proclamation(s):

                Emergency Medical Services Week

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the consent agenda as presented. Motion carried unanimously.

Ordinance Amending Section 307: Commissioner Benjamin Kafferlin stated that this is the approval of the ordinance to amend section 307 to allow multiple dwellings.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the Ordinance amending section 307 to allow multiple dwellings. Motion carried unanimously.

 

Repository Tax Bid(s): Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the Repository Tax bid in the amount of $500.00 from Eric and Becky Miller for parcel SH-358-971100-000 in Sheffield Township. Motion carried unanimously.

 

Agreement with JL Nick & Associates: Commissioner Benjamin Kafferlin stated that this company is an HR consulting firm and they help with negotiations, policies and gives HR support when needed. The hourly rate is $150.00 per hour.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the agreement with JL Nick and Associates as presented. Motion carried unanimously.
