Warren County Commissioners Public Meeting

April 13, 2016 12:00 p.m.

Jackson Courtroom

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Lori Bimber, Mary Kushner, Lorri Dunlap, Linda Critzer, Chief Deputy Danny Michaels, Sheriff Kenneth Klakamp, District Attorney Robert Greene, Judy Kuzminski, Scott Rose, Todd Lake, and Dan Glotz

Citizens Present: Stacy Gross (WTO), Mark Silvis (WNAE), Patricia Cole, Susan Milliman, Rita Gillespie, Mike Rearick, and Jean Gomory

Public Hearing:

Budget Modification of the 2012 CDBG Funds: Lorri Dunlap stated reviewed for the board and the public that a modification to the FY 2012 CDBG funds needs to be reallocated and the amount is $10,475.56; we would like to move these funds to the current project of the Rouse Home Emergency Generator Replacement Project.

For each year you have five years to spend the money and some projects finish at less than allocated and so we put this extra funds to other projects and that is what we are doing with these 2012 funds. This is what some would call housekeeping.

Commissioner Cindy Morrison stated that further in the meeting there is an approval or disapproval resolution that would allow this move if approved.

After nothing further, the public hearing was closed at 12:07 and the regular meeting was started.

New Business:

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from March 23, 2016 after two minor corrections are made. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $1,410,859.00 and in the restricted account a balance of $742,105.00. Accounts payable in the total of $106,026.00 is being presented to you today.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Agreement with Cameron Frantz, as MDIT Coordinator: Commissioner Cindy Morrison turned the floor over to District Attorney Robert Greene to elaborate on this agreement for an MDIT Coordinator. The District Attorney Robert Greene then took a moment to thank the commissioners and Mary Kushner for the cooperation in getting this in place.

Commissioner Jeff Eggleston commented that this will function for one year and then it will be revisited as this position is and will be paid by grant funds as long as the grant is available. This is a coordinating position that will work with many agencies within the county.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Cameron Frantz to act as the MDIT Coordinator. Motion carried unanimously.

Notice to Award: Commissioner Cindy Morrison stated that this project was put out for bid and the Rouse Board has reviewed and made their decision.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to award the Rouse Generator Replacement Project to Lathrop Electric in the amount of $93,275.00

Resolution #3066 Hazard Mitigation Plan: Commissioner Cindy Morrison commented that this project has been ongoing for quite some time. I will turn this over to Dan Glotz to explain as he was a large part of getting this together.

Dan Glotz stated that we are required to have a Hazard Mitigation Plan in place if we want to receive federal funding to help in a disaster. This is a five year plan. Dan introduced Mr. Rearick from MCM consulting who was mainly responsible for guiding us all in our efforts to put this together.

Mr. Rearick stated that there was 100 percent cooperation with the municipalities and that is highly unusual.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution #3066 for the Hazard Mitigation Plan. Motion carried unanimously.

Commissioner Cindy Morrison thanked Dan Glotz for his hard work and Commissioner Benjamin Kafferlin went on to thank all the departments and people involved in putting this plan together.

Proclamation Corrections Employee Week: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the proclamation proclaiming May 1-7, 2016 as Corrections Employee Week. Motion carried unanimously.

Commissioner Cindy Morrison then took a moment to acknowledge and thank our staff for their dedication and hard work. I believe this proclamation is well deserved.

Proclamation – Motorcycle Safety Awareness Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation proclaiming May 2016 as Motor Cycle Awareness Month in Warren County. Motion carried unanimously.

Agreement for ENCLR (Clear) Law Enforcement Software: Commissioner Cindy Morrison gave a brief overview of the program and then asked Chief Deputy Michaels to elaborate.

Chief Deputy Michaels stated that this program will save us time and money when we have to serve a warrant or do civil processes. Currently we spend hours and days trying to find out where a person has moved because we go to the last known and find out they moved. This program will allow us to research before we go out to serve, and if we cannot locate them it will also alert us when he/or she even applies for an apartment or credit card and give us their location.

Sheriff Kenneth Klakamp elaborated stating that in 2015 the Sheriff’s office served some 900 warrants. This program will pay for itself.

Motion was made by Commissioner Benjamin Kafferlin. Seconded by Commissioner Jeff Eggleston to approve the agreement with Thomson Reuters for the ENCLR Pro Law Enforcement Software with 25 seats at a rate of $140.00 per month. Motion carried unanimously.

Proclamation – Relay for Life: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation proclaiming May 2016 as Relay for Life in Warren County in support of the American Cancer Society’s battle against cancer. Motion carried unanimously.

Commissioner Cindy Morrison took a moment to give some personal testimony and asked for everyone’s support of the American Cancer Society’s battle against cancer.

Appointment to the Planning Commission: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of Mr. John Baker to the County Planning Commission immediately with a term ending December 31, 2018. Motion carried unanimously.

Agreement with US Forest Service: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with the US Forest Service in the amount of $6,004.00 which will pay for our deputies to patrol the ANF during the summer months. Motion carried unanimously.

Agreement with Enterprise Fleet Leasing: Commissioner Benjamin Kafferlin stated that the prior board of commissioners started looking into vehicle leasing so we as the new board of commissioners have been doing our due diligence. I have talked to many counties our size and larger and we did find out that the majority are using Enterprise for their leasing needs.

Commissioner Benjamin Kafferlin stated that he would like to note that only 8 vehicles per year over the next five years will be replaced. We are not doing this all at once. And the vehicles on the list for replacement will be reviewed.

Commissioner Jeff Eggleston stated that if we approve this today or if we don’t I feel that we need to share our research with the Times Observer so that everyone has a chance to see what we see. He also wanted it noted that he is concerned that we are using a local company for our leasing needs. To which Commissioner Benjamin Kafferlin stated that it went out for bid and there were no local companies that submitted a bid. He went on to state that the vehicle maintenance will continue to be done by local establishments. The cost savings is apparent, and long term we will be saving $10,000 to $25,000 dollars per year in vehicle upkeep.

Commissioner Cindy Morrison stated that the shrinking of the fleet and with this agreement the ability to lease a car will at a much lower cost. I was skeptical at first but the beauty is that they can buy in bulk therefore the cost of leasing their vehicles is lower. Personally I would not lease, but for a fleet it makes sense. I also agree that the public does need to see our research information.

Sheriff Kenneth Klakamp stated that he applauds the commissioners for their efforts along with the prior board, especially John Eggleston. This is a very good decision.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve an agreement with Enterprise Leasing on April 25, 2016 for the leasing of county vehicles. Motion carried unanimously.

Amendment of Resolution #3065 Local Match for TAWC: Commissioner Cindy Morrison stated that there is a correction in the amount of the local match with the Transit Authority and today we are amending our resolution.

Commissioner Jeff Eggleston went on to state that the amount is going from $29,927 to $30,127.00. He went onto state this agreement will be looked into deeply before next year. This is a service, and this extra amount came from the fact that a municipality lowered their contribution.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the amended Resolution #3065 in the amount of $30,127.00. Motion carried unanimously,

Agreement to stay with Nationwide Insurance: Commissioner Cindy Morrison stated that Hubert Bert our third party administrator for our benefits has gone out to bid for our employee life insurance. Nationwide came in at the lowest price increasing our life insurance .02 per $1,000 and our AD&D will remain the same at .02 per $1,000.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to remain with Nationwide as the provider for the life insurance from 5/2016 to 4/2017. Motion carried unanimously.
