Warren County Commissioners Public Meeting

April 28, 2021 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Lisa Hagberg, Finance Director, Warden Jon Collins, Dan Glotz, Director of Planning & Zoning, Kari Swanson, Ryan Tipton, Deputy Warden Rusty Barr, Chris Greene, Chuck Howe, Ronna Tipton

 

Citizens Present: Josh Cotton (WTO), and Garrett Dvorkin (Titusville Herald)

 

Announcements: Commissioner Benjamin Kafferlin stated that the meeting is being recorded.

 

Meetings held since the last meeting: Commissioner Benjamin stated that there two executive sessions since the last meeting in which legal consultation and employee performance was discussed.

 

Commissioner Benjamin Kafferlin then stated that the Commissioners have been together a few times in various informational meetings and Rouse interviews, no decisions were made at these meetings.

 

Correspondence: two letters were received:

DCED – our final audit was done on the CARES funding, there were no issues, and this was closed.

DEP – They have reviewed everything and have approved the closing of the Grunderville Landfill.

Minutes from the April 14, 2021 Public Meeting: No corrections or additions to be made.

 

Finance Report: Lisa Hagberg, Finance Director gave the financial report stating that after all expenses paid, to which she reviewed the balance in the general fund is $1,121,541.00, and in the Erie Bank is $1,244,761.00

Motorcycle Awareness Month

National Skilled Nursing Care Week

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the consent agenda as presented. Motion carried unanimously.

New Business:

 

Intermediate Treatment Program: Commissioner Benjamin Kafferlin stated that this is a grant for reimbursement for a percentage of the wages in Adult Probation for a total of $269,494.00 during the period of July 2021 through June 2022.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Intermediate Treatment Program as presented. Motion carried unanimously.

 

Award of CDBG Columbus Water Line Extension Project: Commissioner Benjamin Kafferlin stated that this project is for a total of $118,811.00. CDBG funds will be covering $78,273.00 while the remainder will be covered by Columbus Township.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the award of the Columbus Waterline Extension project to Pennwest Specialized Contracting. Motion carried unanimously.

 

Act 13 Request from Tidioute Heart and Soul: Dan Glotz, Director of Planning & Zoning took a moment to explain the project, stating that only four groups across the state were awarded this grant, and Warren County was lucky enough to get two of those grants; Youngsville received a grant, and Tidioute.

 

Dan then stated that with this project they are getting the youth in their community involved.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the $12,500.00 allocation from Act 13 funds to Tidioute Heart and Soul. Motion carried unanimously.

 

Resolution #3179 Adopting the Hazard Mitigation Plan: Dan Glotz, Director of Planning & Zoning explained that this plan must be updated every five years. He then stated that the municipalities also have to adopt this plan and if they do not, then they get no funding should there be a disaster by declaration.

 

The Commissioners thanked Dan Glotz for all his hard work on this project. Dan then stated that Public Safety was a big part of completing this plan also.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution #3179 Adopting the Hazard Mitigation Plan. Motion carried unanimously.

 

Appointment to the NWPA Job Connect Board: Commissioner Tricia Durbin explained that Karen Thomas would replace Dr. Clark on this board to represent Warren County.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the appointment of Karen Thomas to serve on the NWPA Job Connect board. Motion carried unanimously.

 

Commissioner Comments:

 

Commissioner Benjamin Kafferlin stated that he and Kenneth McCorrison, Public Safety Director traveled to Harrisburg to speak with the State Police regarding the STARnet project, and this meeting went very well.

 

Adjournment:  Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
