Warren County Commissioners Public Meeting
April 25, 2018 12:00 p.m.
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk; Eric Hern, Fiscal Director; Lisa Rivett, Director of Elections; Public Safety Director Todd Lake, Ken McCorrison, Deputy Tim Thomas, Linda Critzer, Lorri Dunlap, Betsy Miller, and Ronna Tipton
Citizens Present: Josh Cotton (WTO); Joe Scully, and Erin Hammerbeck
Commissioner Benjamin Kafferlin listed the various meetings that the commissioners attended since the last meeting noting that no decisions were made.
Commissioner Benjamin Kafferlin stated there was no correspondence of importance to list.
Joe Scully asked the commissioners if they have given any more thought as to passing a resolution supporting Representative Rapp with the legislation so that it makes it a requirement for all Vol. Fire Departments to do background checks on all volunteers.
Commissioner Benjamin Kafferlin stated that legislation was not drawn up until yesterday, and I did receive a copy of it this morning. Volunteers already sign an agreement that they have never been charged with arson, this legislation would add to it.
Todd Lake stated that most VFD’s already do background checks, and it is required for EMT and those that work on ambulances must have their clearances.
Commissioner Cindy Morrison stated that she feels this would be a repetitive issue, as they already to this. Todd Lake stated that while yes, most departments do it, this legislation would make it a requirement.
Commissioner Benjamin Kafferlin stated that this legislation is now HB 2220 of 2018.
Commissioner Benjamin Kafferlin asked Pamela J. Matve, Chief Clerk to help draw up a resolution showing support.
Agenda Content: There were no changes to today’s agenda
Minutes from the April 11, 2018 Meeting: There were no changes to be made to the minutes.
Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $1,179,879.00 and in the Erie bank account a balance of $196,910.00. The total payouts that include payroll, health insurance etc. is $$784, 185. Eric Hern, Fiscal Director stated that we will be dipping into the tan very soon.
Commissioner Cindy Morrison asked why we are below $500,000 as it was decided a while back not to let the account go below $500,000. Eric Hern, Fiscal Director stated he was not aware of that.
Proclamations Apraxia Speech Awareness Month,, National Foster Care Month, Relay for Life, and Mental Health Awareness Month were read.
Erin Hammerbeck thanked the Commissioners for passing a proclamation making the community aware of Apraxia Speech disorder as her son has this.
Commissioner Jeff Eggleston stated that our Human Services and Children & Youth do a phenomenal job with families and children that are in foster homes. Thank you.
Commissioner Cindy Morrison stated that most of us have all been affected by the loss of a loved one or close friends that that has lost their battle to cancer or those that are fighting the disease. Please take a moment to pray for those families that have lost loved ones.
Joe Scully stated that he is a cancer survivor, Warren General has a wonderful cancer center and is a great place for treatment.
Commissioner Jeff Eggleston stated that the Mental Health Proclamation is very important to me as I personally have dealt with the issue. He spoke about the build a tree project coming up to raise awareness within our schools and the community.
Ronna Tipton, Acting Administrator for Human Services, stated that one in five adults have been affected and are dealing with a Mental Health issue such as depression etc.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the April 11, 2018 minutes, the fiscal report as presented, and the Proclamations as read. Motion carried unanimously.
Appointment to the Planning Commission: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the appointment of Todd Hendricks to the Warren County Planning Commission effective immediately continuing through December 31, 2021. Motion carried unanimously.
Revised Resolution 3105 CDBG Budget Modifications: Lorri Dunlap stated that while this was approved to move 2013, 2014, and 2015 funds to various projects a couple of meetings ago. When I submitted this to DCED, they kindly gave a different recommendation of the following; move fund amounting to $88,071.77 for fiscal years 2013, 2014, and 2015 to the project of water line replacements on First and Hall Streets in Sheffield Township.
Therefore, I am asking that the commissioners consider revising Resolution 3105 to reflect this change.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the revised Resolution 3105 to reflect the changes as presented. Motion carried unanimously.
Agreement with West Law: Commissioner Benjamin Kafferlin stated that this was discussed and presented at Monday’s work session for the online legal research.
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreements with West Law for the online usage agreements. Motion carried unanimously.
Corrected Repayment Agreement with Experience Inc.: Commissioner Benjamin Kafferlin stated that we had passed a repayment agreement awhile back, and when Experience Inc. got the agreement and a check, they alerted us that the amount owed was incorrect.
Commissioner Jeff Eggleston stated that his error is essentially my doing and I apologize. This error results in the county owing them $300.00 per month more. So today we are signing a corrected repayment agreement reflecting the correct amount of $109,459.00.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the corrected repayment agreement with Experience Inc. Motion was passed by 2 with Commissioner Cindy Morrison abstaining from the vote.
Personnel Report: Commissioner Benjamin Kafferlin read the report stating that we have the following:
New Hires for Warren County
Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve/ratify the personnel report as presented. Motion carried unanimously.
Adjournment: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
