Warren County Commissioners Public Meeting

March 23, 2016 12:00 p.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Angela Faga, Ed Burris, Lori Bimber, Mary Kushner, and Aaron Kalkbrenner

Citizens Present: Brian Ferry (WTO), Mark Silvis (WNAE), Robert, Peggy and Chris Groetzinger, Joe Scully, Al and Jerry Fox, Steve and Malinda Heath

Public Hearing:

Rezoning of parcel WN-546-8713 from R1 Residential to BT Business Transitional in Glade Township: Aaron Kalkbrenner began the public hearing by giving a brief statement of the situation. Steve and Malinda Heath is requesting to change their property to Business Transitional so that they can make their single dwelling home into a duplex.

Malinda and Steve Heath had no comments at this time.

Al Fox stated that he and his wife own the property next door to the south. The only concern is the parking situation; they have no parking area.

Aaron Kalkbrenner stated that yes there is a minimum of two spaces per unit, and there is limited space on this property, but we are not here today to discuss the parking as that is a different matter for a different time. Today we are only asking that the property be rezoned. They may decide to sell the property tomorrow.

Fiscal Director Judith Albaugh stated that she is very familiar with this property as she used to own it. There is flooding issues if they decide to put a driveway on a certain side. Aaron stated that there would be a way to do it with additional investment.

Commissioner Benjamin Kafferlin stated that parking is not our concern today correct, to which Aaron stated yes that is correct.

Steve Heath stated that there is plenty of room. Joe Scully stated that the townships concern is also the parking right off Conewango Ave. they would be backing right out into traffic going 50 mph. And construction has already started. Aaron Kalkbrenner stated that yes, they started to remodel, and someone told them they better call the Zoning office.

Jerry Fox also stated that the Heath’s have a shed that is on our property. Al said that is not a concern now, but if we sell our property it might be, and if they moved that shed they would have some parking space.

Commissioner Jeff Eggleston stated that for clarity we are deciding to approve or disapprove the rezoning of the property; there will be other steps the owners will have to take in the future.

After nothing further, the public hearing was closed at 12:15 and the regular meeting was started.

New Business:

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from March 9, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $694,982.00 and in the restricted account a balance of $741,866.00. Accounts payable in the total of $86,399.00 is being presented to you today, with $17,159.00 of this amount being jail expenses.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Approval/Disapproval of Ordinance 242 allowing for the rezoning of parcel WN-546-8713: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Ordinance 242 allowing the rezoning of parcel WN-546-8713 in Glade Township to Business Transition from Residential “R1”. Motion carried unanimously.

Proclamation – Child Abuse Prevention Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation that proclaims the month of April 2016 as Child Abuse Prevention Month. Motion carried unanimously.

Commissioner Jeff Eggleston stated that on April 1 at 10:00 am we will be placing 365 pinwheels on the courthouse lawn to represent the births in Warren County in 2014.

Commissioner Benjamin Kafferlin took a moment to thank the organizations that stand behind child abuse prevention and Mary Kushner and her staff for their hard work.

Proclamation – Sexual Assault Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims the month of April 2016 as Sexual Assault Awareness Month once the wording is corrected. Motion carried unanimously.

Three Way Agreement with TAWC, Experience Inc., and Warren County: Commissioner Cindy Morrison explained why this agreement is in place for the county match, and how this works for the fixed route.

Commissioner Jeff Eggleston then stated that this is an agreement that has been in place for some years. This will be discussed further as I see some changes that need to be made. Municipalities pay what they feel they should, rather that each municipality that has a route pay the same fees. But that discussion is for another time.

Commissioner Benjamin Kafferlin stated that he agrees with Commissioner Jeff Eggleston that we need to have a meeting to discuss future funding.

Joe Scully stated that the Commissioners need to have communication with the State Representative and our Senators to get some help with funding. Commissioner Jeff Eggleston stated that he has personally had conversations with Senator Hutchinson and Commissioner Benjamin Kafferlin stated that we all attended the gathering at the Governor’s mansion while at the CCAP conference. We have all spoken to our contacts.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Three Way Agreement with TAWC, Experience Inc. and Warren County. Motion carried unanimously/

Proclamation – Parkinson’s disease Awareness Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation that proclaims the month of April 2016 as Parkinson’s disease Awareness Month. Motion carried unanimously.

Ed Burris stated that any Vietnam veteran that had been diagnosed with Parkinson’s disease may be entitled to some help, and those that have passed away due to this disease, may also be entitled to some help.

Proclamation – Pennsylvania 811 Safe Digging Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims the month of April 2016 as Pennsylvania 811 Safe Digging Month once the wording is corrected. Motion carried unanimously.
