Warren County Commissioners Public Meeting

March 9, 2016 12:00 p.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Ed Burris, Lori Bimber, Karen Beardsley, and Todd Lake

Citizens Present: Kiley Fischer (WTO), Mark Silvis (WNAE), Robert, Peggy and Chris Groetzinger

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from February 24, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $904,054.00 and in the restricted account a balance of $741,866.00. Accounts payable in the total of $169,542.00 is being presented to you today, with $35,975.00 of this amount being jail expenses.

Fiscal Director Judith Albaugh stated that the debt fund will be paid off in 2019.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Resolution #3065 Local Match for Transportation Authority Operating Assistance: Commissioner Cindy Morrison stated that this is part of the three way agreement with Experience Inc.

Commissioner Jeff Eggleston stated that he wanted to discuss this for overall information. He then preceded to question the higher amount than last year. Commissioner Cindy Morrison stated that this represents the increase in rent.

Commissioner Jeff Eggleston went on to state that he just wanted confirmation because Penn Dot is looking to see an increase of 5% each year, and they want to see counties funding more of the public transportation.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Resolution #3065 for the Local Match for State Operating Financial Assistance for the Transit Authority of Warren County in the amount of $29,927.00. Motion carried unanimously.

Proclamation – National Tele Communicator Week: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation proclaiming the week of April 10-16, 2016 as National Tele Communicator week in Warren County. Motion carried unanimously.

Proclamation – National Crime Victims’ Rights Week: Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the proclamation proclaiming the week of April 10-16, 2016 as Crime Victims’ Rights Week in Warren County. Motion carried unanimously.

Human Services:

Children & Youth:

Addendum to the Agreement with Family Services: Director of Human Services Mary Kushner explained that this addendum is to add an aggression replacement therapy program for juveniles with Family Services.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the addendum to the Family Services agreement to add aggression replacement therapy. Motion carried unanimously.
