Warren County Commissioners Public Meeting
March 25, 2020 5:30 p.m.
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk, Nathaniel Schmidt, Solicitor, Eric Hern, Fiscal Director, Phil Gilbert Director of Tax Claim, Treasurer Denny Munksgard, Ed Burris, Director of Veteran’s Affairs, and Meredith Ketcham, Director of Children & Youth
Citizens Present: Josh Cotton (WTO), and Grace Jordan
Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded, and that during the state of emergency, we will continue to have our meetings in the webinar fashion. Commissioner Benjamin Kafferlin then stated that this evenings meeting is for regular business, we will not be discussing COVID-19.
Commissioner Benjamin Kafferlin stated that during this state of emergency he has signed some agreements regarding the pandemic plan, agreements with law enforcement. Nothing of financial matters was signed.
Meetings held since the last meeting: Commissioner Benjamin Kafferlin state that since the last meeting the Commissioners have had conference calls each day with Ken McCorrison, Director of Public Safety to discuss COVID-19, and this afternoon we had an executive session by conference call with our solicitor on this same issue.

Minutes from the March 11, 2020 Meeting: No corrections to be made
Fiscal Report: Eric Hern, Fiscal Director stated that balance in the general fund is $33,694.00 and in the Erie Bank Account, $449,471.00.
Eric Hern, Fiscal Director stated that we are anticipating to have to pull the first $500,000 draw from the TAN next week.
Treasurer Denny Munksgard stated that all receipts are in to date, and we may be able to get through till next week without drawing from the TAN. He then stated that Carol Martini of Key Bank will be retiring April 1st. She has been working with the county for quite some time.
Proclamation(s): Child Abuse Prevention Month, Autism Awareness Month, and Parkinson’s Disease Awareness Month
Commissioner Benjamin Kafferlin reviewed the proclamations but did not read each one for the sake of time.
Meredith Ketcham thanked the Commissioners for bring to light Child Abuse Prevention during this state of emergency. She then stayed that they will continue to put up the pinwheels on April 1, 2020 at 10:30am.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the minutes from the meeting of March 11, 2020, and the proclamations as reviewed. Motion carried unanimously.
Appointment to the Redevelopment Board and Zoning Hearing Boards: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Joseph Whipp to the Redevelopment Authority Board and Don Saporito to the Zoning Hearing Board.
Commissioner Jeff Eggleston stated that Joe Whipp will be a great addition to the RDA with his realtor background.
After nothing further, the above motion was called and the motion carried unanimously.
Resolution #3155 Liquid Fuels 2020 Allocation: Pamela Matve stated that Warren County does not own any roads or bridges therefore the money we receive gets allocated to the municipalities. For 2020 we are allocating $140,000 in liquid fuels and $9,405.00 in bridge inspections for a total of $149,405.00
Commissioner Jeff Eggleston stated that we allocate the maximum amounts that we can.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution #3155 Liquid Fuels Allocations for 2020. Motion carried unanimously.
Personnel Report: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.
Commissioner Benjamin Kafferlin stated that they will defer board updates for now.
Commissioner Jeff Eggleston stated that the elevator work in both Jail and Courthouse are proceeding, and the jail elevator is ready for inspection.
Commissioner Tricia Durbin asked everyone to practice social distancing, sanitize your hands, and stay safe.
Adjournment: Motion was made Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
