Warren County Commissioners Public Meeting

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk; Paul Pascuzzi; Sheriff Kenneth Klakamp; Lisa Rivett, Director of Elections; Lori Bimber, Register and Recorder; Treasurer Dennis Munksgard; Ed Burris, Director of Veteran's Affairs; Phil Gilbert, Tax Claim Director; Ronna Tipton Acting Director of Human Services; Linda Critzer, Court Administrator; and Dan Glotz, Planning & Zoning Director

Announcements:

 

Commissioner Benjamin Kafferlin listed the various meetings that the commissioners attended since the last meeting noting that no decisions were made. He also stated that there should have been an agenda item for today that was overlooked, and this settlement agreement will be placed on to the Work Session Agenda so that the decision can be affirmed in a public meeting.

Minutes from the February 28, 2018 Meeting: there was one correction to be made and that is to add the word jurors to a sentence.

 

Fiscal Report: Paul Pascuzzi stated there was cash on hand of $1,166,152.00 and in the Erie bank account a balance of $196,693.00. There is no payable amount to give, and healthcare is estimated to be $55,000.00.

 

Proclamations for Parkinson’s Disease Awareness Month, Child Abuse Prevention Month, PA 811 Safe Digging Month and Vietnam War Month were read.

 

Commissioner Cindy Morrison stated that she has a dear friend with Parkinson’s Disease and it is debilitating. I hope they find a cure soon.

 

Commissioner Jeff Eggleston stated that the Pin Wheels will be placed on the courthouse lawn to represent the children born in Warren County in 2016 the first Monday in April.

 

Commissioner Jeff Eggleston commended the Children & Youth Department of Warren County for protecting the children in our county. Thank you to them and all the agencies that protect our children.

 

Commissioner Jeff Eggleston stated that the Resolution commemorating the Anniversary of the Vietnam War is part of a 12 year commemoration of the 50th Anniversary of the Vietnam War that started a few years ago.

 

Ed Burris, Director of Veteran's Affairs, stated that the fact that the Parkinson’s Disease and the Vietnam War proclamations were both adopted today is fitting, as Parkinson’s Disease effect many veterans who served in the Vietnam War.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the February 28, 2018 minutes, the fiscal report as presented, and the Proclamations as read. Motion carried unanimously.

Resolution #3103 Adoption of the 2017 Municipal Solid Waste Management Plan: Dan Glotz, Planning & Zoning Director spoke on the need to pass this resolution regarding the Solid Waste Management Plan.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution #3103 for the adoption of the 2017 Municipal Solid Waste Management Plan. Motion carried unanimously.

 

Dan Glotz, Planning & Zoning Director stated that Joe Scully was a part of the advisory committee that helped put the plan together. Thank you.

 

Agreement with Lyle Cook for Forensic Pathology Services: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to approve the agreement with Lyle Cook with a retainer of $5,000.00 for Forensic Pathology Services when needed. Motion carried unanimously.

 

Approval of the Election IQ prices for the Primary and General Elections: Lisa Rivet gave a statement on the services that Election IQ provides for the Election Department.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Election IQ for the following $4,500.00 for the Primary and $3,500.00 for the General Elections. Motion carried unanimously.

 

Approval of the 2018/2019 C&Y Contracted Providers and the Amendment to the AVANCO agreement: Ronna Tipton, Acting Director of Human Services read the list of contracted C&Y providers and what services they provide. She then explained the need for the amendment to the AVANCO agreement.

 

Motion was made by Treasurer Dennis Munksgard, seconded by Commissioner Jeff Eggleston to approve the list of C&Y contracted providers for the 2018/2019 Fiscal Year and the amendment to the AVANCO agreement as presented. Motion carried unanimously.

 

Agreement with Weavertown Environmental Group: Scott Rose why the county needs to enter into this agreement. This is for Hazmat incidents, and our prior company has raised its cost, and Weavertown will not charge the county, only the party that caused the incident.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Weavertown Environmental Group for emergency hazardous materials incidents. Motion carried unanimously.

 

Agreement with Palmetto Posting: Phil Gilbert, Tax Claim Director stated that Palmetto has been doing the tax claim postings for a few years now, and it is time to do it again for the tax sale. Phil Gilbert, Tax Claim Director stated that this agreement has been reviewed by the solicitor.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Palmetto Posting for 2018. Motion carried unanimously.

 

 

Resolution #3104 Warren City and Warren County Comprehensive Recreation Plan: Dan Glotz, Planning & Zoning Director stated that Warren City and Warren County are applying to DCNR for grant funding for the Comprehensive Recreation Plan and in order to submit the grant the county must pass the resolution of authorization.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve Resolution #3104 authorizing Commissioner Benjamin Kafferlin to sign the grant application and agreement for the Comprehensive Recreation Plan. Motion carried unanimously.

 

Appointments to the Redevelopment Task Force: Commissioner Jeff Eggleston stated that he has requested that three more people be appointed to the Redevelopment Task Force making the membership a total of eleven (11).

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to appoint Julie French, Bob Raible, and Terry Williams to the Redevelopment Task Force. Motion carried unanimously.

 

Personnel Report:

 

Commissioner Benjamin Kafferlin read the following Personnel Report: New hire Rita Rudolph as a part time fiscal coordinator in the Treasurer Office at a rate of $10.98 per hour. The following have left the county: Katie McGraw, Mary Kushner, Marcella Nollinger, and Shea Kraft.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve/ratify the personnel report as presented. Motion carried unanimously.
