Warren County Commissioners Public Meeting

March 13, 2019 12:00 p.m.

Jackson Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Cindy Morrison and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Phil Gilbert, Tax Claim, Ronna Tipton, Human Services Director, Tammi Shippee, Meredith Ketcham, Lenore Glotz, Mike Kitay, John Parroccini, Chief Public Defender, and Brian Bull, Chief Assessor

 

Citizens Present: Josh Cotton (WTO), Connie Zaffino, Steven Blume, Carl Seeker, Dave Morrison, and Judy Albaugh

 

Announcements: Commissioner Benjamin Kafferlin announced that the meeting is being recorded.

 

Commissioner Benjamin Kafferlin and Commissioner Cindy Morrison then listed the various times that two or more commissioners were together at various meetings and or events but no action was taken.

 

Commissioner Benjamin Kafferlin then reviewed a letter he received from Randy Santusi regarding Sunday hunting, that he is opposed to, and asking if we can urge our representatives not to approve this.

 

Commissioner Benjamin Kafferlin then stated the Commissioners received a request from A Safe Place to be able to use the front foyer to do a clothesline project for Sexual Assault Awareness Month to which no one has any objections.

Ronna Tipton, Human Services Director spoke briefly about the managed care program and the changes that will be coming in 2020.

Minutes from the February 27, 2019 Meetings: no changes

 

Fiscal Report: Eric Hern, Fiscal Director stated there was cash on hand of $1,024,000.00 and in the             Erie bank account a balance of $647,637.00.

 

Eric Hern, Fiscal Director stated that there has been one drawdown of $500,000.00 since the last meeting.

 

                Proclamation(s):  National County Government Month, Pennsylvania 811 Safe Digging Month,   Parkinson’s Disease Awareness Month, Public Defense Week, Sunshine Week, Earth Day and Autism               Awareness Month

 

After reading the National County Government Month Proclamation Commissioner Benjamin Kafferlin thanked all county employees for their hard work.

 

After reading the Proclamation for Public Defense week Commissioner Cindy Morrison thanked our fabulous Public Defender and his wonderful team.

 

Commissioner Jeff Eggleston thanked them for their hard work as did Commissioner Benjamin Kafferlin.

 

John Parroccini, Chief Public Defender then thanked the Commissioners for their support and funding.

 

Commissioner Benjamin Kafferlin stated that the League of Women Voters is having a Sunshine event Thursday at 1:30 at the Public Safety building and everyone is invited.

 

Commissioner Jeff Eggleston stated that there will be an Environmental Expo on April 22nd at the Warren County Library.

 

Commissioner Benjamin Kafferlin stated that he approves the Earth Day proclamation; we have a God given resource and we need to take care of it.

 

Ronna Tipton stated that there will be an Autism Awareness Day event at the Day’s Inn on April 2nd from

11:00 am – 6:00 p.m.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the February 27, 2019 minutes, fiscal report as presented, and the proclamations as read. Motion carried unanimously.

Repository Tax Bid(s): Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the repository tax bids from AMP Land Investments in the amount of $250.00 for parcel

Cy-336-223800-000. Motion carried unanimously.

 

Approval of the Superior Tire Tax Appeal Settlement: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the Superior Tire Tax Appeal Settlement as presented.

 

Brian Bull, Chief Assessor stated that he felt this was a fair settlement.

 

After no further discussions, the above motion was called to question and the motion carried unanimously.

 

C&Y 2019/2020 Contract Provides: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the list of 2019/2020 service providers as presented by Meredith Ketcham, C&Y Administrator. Motion carried unanimously.

 

NW Commission GIS Data Request: Commissioner Benjamin Kafferlin stated that he does not have the information from the solicitor therefore he is asking for a motion to table this item.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to table the NW Commission GIS Data Request at this time. Motion carried unanimously.

 

Appointment to the Housing Authority: Commissioner Benjamin Kafferlin stated that the Housing Authority is requesting that Michelle Alaskey be appointed to their board.

 

Commissioner Cindy Morrison stated that she would very much recommend Michelle Alaskey to the board.

 

Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the appointment if Michelle Alaskey to the board of the Warren County Housing Authority effective immediately. Motion carried unanimously.

 

Agreement with Lyle Cook for Forensic Pathology Services: Motion was made by Commissioner Cindy Morrison, seconded by Commissioner Jeff Eggleston to approve the agreement with Lyle Cook with a retainer of $5,000.00 for Forensic Pathology Services when needed. Motion carried unanimously.
