Warren County Commissioners Public Meeting
March 10, 2021 12:11 p.m.
Jackson Courtroom
Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin, and Commissioner Jeff Eggleston present.
Staff Present: Lisa Rivett, Director of Elections, Pamela Matve, Chief Clerk, Krystal Ransom, Kim Exley, Employee Relations Administrator, Kaylan Miller, Employee Benefits & Risk Administrator, Lorri Dunlap, Grants Administrator, and Attorney Nathaniel Schmidt
Citizens Present: Josh Cotton (WTO), Andy Close (Titusville Herald), Jim Decker
Announcements: Commissioner Benjamin Kafferlin stated that the meeting is being recorded.
Meetings held since the last meeting: Commissioner Benjamin stated that there were a couple times that the Commissioners were all together; a meeting with DEP and Tetra Tech regarding the Grunderville Landfill, and this morning we met with Country Manor regarding the Quality Manual.
Correspondence: Commissioner Benjamin Kafferlin stated that we got a letter from PA Dept. of Human Services regarding the Emergency Rental and Utility Assistance grant that the county received.

Minutes from the February 24, 2021 Public Meeting: No corrections or additions to be made.
Finance Report: Commissioner Tricia Durbin gave the financial report stating that after all expenses paid, to which she reviewed the balance in the general fund is $4,401,153.00, and in the Erie Bank is $1,244,615.00

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the consent agenda as presented. Motion carried unanimously.

McCutcheon Enterprises Hazmat response team agreement: Commissioner Benjamin Kafferlin stated at the last public meeting we signed an agreement with Enviro Serve for our Hazmat response team. Since then, that have become decertified, therefore, we are entering into an agreement with McCutcheon.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Tricia Durbin to approve the agreement with McCutcheon Enterprises as our hazmat response team. Motion carried unanimously.
Resolution #3176 FY 2019 CDBG Budget Modifications: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Tricia Durbin to approve Resolution #3176 for budget modifications as presented. Motion carried unanimously.
Act 13 funds request for Jakes Rocks: Jim Decker reviewed the project and stated that this will add to the length of the Trails.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the $13,600.00 request from Act 13 funds for the expansion of Jakes Rocks. Motion carried unanimously.
Proposals for Hot Water Supply Pump and an Expansion Tank: Commissioner Benjamin Kafferlin stated that Matt Nordin stated that while these items are not broken completely, they are leaking and need replaced. For both, Warren Webster came in with the lowest price.
Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the proposal from Warren Webster for the Expansion Tank at a cost of $1,435.00 and the hot water supply pump at a cost of $2,225.00. Motion carried unanimously.
