Warren County Commissioners Public Meeting

February 24, 2016 12:00 p.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Treasurer Dennis Munksgard, Rene Johnson, Solicitor, Fiscal Director Judith Albaugh, Karen Beardsley, Chief Tax Assessor, Dan Glotz, Planning & Zoning Director, Lori Bimber, Register & Recorder, Linda Critzer, Court Administrator, and Ed Burris, Veterans Affairs

Citizens Present: Brian Ferry (WTO), Francis McKenna, Donna Tomassoni, Allen McIntosh, and Ed Sekerak

Public Hearing:

Old Business:

Scheduling Software Agreement for 911: Commissioner Jeff Eggleston stated that this needs a more in-depth look into the product.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to remove this item from our agenda until further notice. Motion carried unanimously.

New Business:

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from February 10, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $993,019.00 and in the restricted account a balance of $741,454.00. Accounts payable in the total of $118,050.00 is being presented to you today, with $20,205.00 of this amount being jail expenses.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Resolution #3064 Application to the PA Municipal Assistance Program: Commissioner Jeff Eggleston stated that the county is not spending money, this is the county asking for grant dollars to help cover our costs for the flood plan project.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the application to the PA Municipal Assistance Program in the amount of $2,353.00. Motion carried unanimously.

Repository Tax Bid(s): Commissioner Cindy Morrison stated that there is a repository tax bid made by Amanda McDonald in the amount of $3000 for parcel WN-004-619700-136 in Conewango Twp.; she also stated that this is a mobile home.

Treasurer Dennis Munksgard added that he is advising these bidders when they bid on mobile homes to realize that this does not come with the land, it is the trailer only; if the trailer is sitting in a mobile home make sure there is not any outstanding lot rent as you will be responsible to pay that amount before you can move the trailer off said lot.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept and the bid from Amanda McDonald for the parcel listed above for a total of $300.00. Motion carried unanimously.

Proclamation Gambling Awareness Week: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the Proclamation recognizing March 2016 as Gambling Awareness Month in Warren County. Motion carried unanimously.

Proclamation Red Cross Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation observing March 2016 as Red Cross Month in Warren County. Motion carried unanimously.

Agreement with PA SAVIN: Pamela Matve explained that this program is what notifies a victim when the offender is released from jail.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with PA SAVIN for 2016. Motion carried unanimously.

Award of County Solicitor: Commissioner Cindy Morrison stated that this was not an easy decision to be made. There were five (5) applicants and we interviewed each one of them. After much discussion we have made a choice.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to appoint Alaskey & Bush as solicitor for Warren County effective March 1, 2016.

Commissioner Benjamin Kafferlin then went on to state that all candidates interviewed very well and any one of them would have made a great solicitor but we also looked at cost, and Alaskey and Busch were the most affordable. We do look forward to working with them, but at the same time; Rene it has been a pleasure working with you also.

Commissioner Jeff Eggleston also thanked Rene Johnson for her services to the county and the wonderful job she did. Treasurer Dennis Munksgard, Dan Glotz, Lori Bimber and Karen Beardsley all expressed thanks to Rene for the work she has done for them.

Addendum to the Agreement with Family Services: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to table this matter until the next meeting as the agreement did not make it to our desk in time for this meeting. Motion carried unanimously.

Citizens Comments/Concerns:

Frances McKenna of Pathstone spoke briefly about their services to help the older generation (55 and older) get back into the workforce and further their training.

Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
