Warren County Commissioners Public Meeting

January 27, 2016 12:00 p.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Treasurer Dennis Munksgard, Rene Johnson, Solicitor, Fiscal Director Judith Albaugh

Citizens Present: Brian Ferry (WTO), Mark Silvis (WNAE), Troy Clawson, Jasen Diley, and Joe Scully

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded Commissioner Benjamin Kafferlin to approve the minutes from January 13, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $1,516,302.00 and in the restricted account a balance of $741,454.00. County accounts payable in the total of $286,173.00 is being presented to you today. Fiscal Director Judith Albaugh stated that the Accounts Payable Amount is higher due to allocation payments being made, and the purchase of two servers. More discussions took place as to where and what these will be used for.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Approval of the EAP Agreement for 2016: Commissioner Jeff Eggleston explained that this is free program offered to our employees and their dependents free of charge for many areas of need such as counseling needs, financial needs, pet care needs, elderly etc. I am surprised that only 17% of the workforce used this service in 215. I want to come up with ways to promote this program and get the usage up.

Treasurer Dennis Munksgard stated that he has seen it offered by many employers. Jasen Diley interjected and said that the Rouse uses this same program and it is very helpful to them. Rene Johnson stated she has many clients that stated I was referred by my EAP group.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with ESI in the amount of $4,595.86 for one more year. Motion carried unanimously.

Reappointment to the Redevelopment Authority: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to reappoint Mr. Jamie Steffan to serve on the Redevelopment Authority Board for an additional five year term effective January 2016 through December 2030. Motion carried unanimously

Appointment to the Redevelopment Authority: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to appoint Mr. Charles Barone to serve on the Redevelopment Authority Board to finish out the term of Terry Hawk who resigned. Motion carried unanimously.

Appointment to the Conservation District Board as Farmer Director: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to appoint Mr. Tim Ludwick to the Conservation District Board as Farmer Director replacing Lee Curtis who resigned. Motion carried unanimously.

Resolution #3060 Warren County Solid Waste Authority Member Reduction: Solicitor Rene Johnson stated that due to the landfill being in post closure status the authority does not meet as often as they used to nor do they have much to oversee therefore they are reducing their member ship to 5. She also stated that this is the first landfill in Pennsylvania to be in post closure status.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt Resolution #3060 authorizing the reduction of the Solid Waste Authority Board to five members. Motion carried unanimously.

Resolution #3061 Proposed Intergovernmental Transfer Program (IGT): Commissioner Cindy Morrison asked at this time for Jasen Diley to speak about this program to which he did and stated that this is not a new program, and many states are doing this.

Commissioner Jeff Eggleston stated that the public does need to understand that this is a non-binding letter of intent. Until we can see the contract agreement we will not make a final decision.

Commissioner Cindy Morrison stated that she agrees with Commissioner Jeff Eggleston and she also stated that she is not satisfied that this is a good way to spend our tax payer dollars.

Joe Scully asked as an elected official, do not make this a burden to the municipalities or the citizens of this county. Please do not raise taxes to pay for this.

Commissioner Jeff Eggleston stated that he can tell everyone that he does not and will not raise taxes to fund this program. Commissioner Cindy Morrison spoke up and agreed with Commissioner Jeff Eggleston.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt Resolution #3061 authorizing a non-binding letter of intent in the Intergovernmental Transfer Program of $1,706,938.00. Motion carried unanimously.

Authorization for Chair to sign letter of Intent: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to authorize Commissioner Cindy Morrison, Chair to sign the letter of intent on behalf of Warren County. Motion carried unanimously.

Joe Scully of Glad Township addressed the commissioners as he always does at the beginning of each newly elected term; please leave your political parties outside as you govern County business. Work for the wellbeing of Warren County no matter what your political party

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
