Warren County Commissioners Public Meeting

January 13, 2016 12:00 p.m.

Commissioner Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Treasurer Dennis Munksgard, Rene Johnson, Solicitor, and Fiscal Director Judith Albaugh

Organization Items: Commissioner Cindy Morrison as this is the first meeting of the year and also of our tenure as Commissioners we will now name our positions

Motion was made by Commissioner Benjamin Kafferlin. Seconded by Commissioner Jeff Eggleston to name Commissioner Cindy Morrison as Chair. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Cindy Morrison to name Commissioner Benjamin Kafferlin as Vice Chair. Motion carried unanimously.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Cindy Morrison to name Commissioner Jeff Eggleston as Secretary. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, second by Commissioner Benjamin Kafferlin to appoint Pamela Matve as Chief Clerk. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to appoint Rene Johnson as Solicitor. Motion carried unanimously.

Commissioner Cindy Morrison explained as there is a long list of boards that the commissioners sit on, I will read the list naming the sitting commissioner to that board and we will make one motion to except, change or deny as presented.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the board nomination as presented. Motion carried unanimously.

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded Commissioner Benjamin Kafferlin to approve the minutes from December 23, 2015. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh reported cash on hand of $1,793,082.00 and in the restricted account a balance of $741,455.00. County accounts payable in the total of $237,041.00 is being presented to you today. There is nothing out of the ordinary.

Motion was made by Commissioner Jeff Eggleston, seconded Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Resolution #3059 Postponement of Delivery of Tax Duplicates: Treasurer Dennis Munksgard explained to the new board and the public why this resolution was put into place several years ago to save the county money and time to send one tax bill once a year instead of two tax bills twice a year.

Commissioner Benjamin Kafferlin stated to Pamela Matve that the document for signature has an incorrect date and asked her to make that minor change.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt resolution 3059 allowing the postponement of the tax duplicated to co-inside with the other governing bodies to do one mailing upon amendment of date. Motion carried unanimously.

2016 Millage Rates: Commissioner Cindy Morrison stated that each year we must annually approve our millage rates for the county. For 2016 it is the same as last year being a total of 19.5 broken down as 18.5 for real estate, and 1 for debt services.

Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the millage rates for 2016 utilizing the same as last year. Motion carried unanimously.

Repository Tax Bid(s): Commissioner Cindy Morrison asked Treasurer Dennis Munksgard to explain how the repository tax bids come before the commissioners for approval. Treasurer Dennis Munksgard explained the tax sale processes, and also stated that when a repository bid is accepted, it goes back on the tax roles at the bid purchase price not the assessed value.

Commissioner Cindy Morrison stated that today we have three repository bids before us with the first being; A bid in the amount of $250.00 from Debra Snow dba Ed’s Property Maintenance for Parcel YV-675-221600-000 in Youngsville Borough. This property is located at 3 N. Main St. with an assessed value of $32,064.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the repository bid from Debra Snow dbas Ed’s Property Maintenance in the amount of $250.00 for parcel

YV-675-221600-000 in Youngsville Borough. Motion carried unanimously.

Commissioner Cindy Morrison stated that the second repository bid is a bid in the amount of $250.00 from Stacey & Ronald Kramer for Parcel WN-574-726200-000 in the City of Warren. This property is located at 1034 Spring St. with an assessed value of $1,360.00.

Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the repository bid from Stacey & Ronald Kramer in the amount of $250.00 for parcel WN-574-726200-000 in the City of Warren. Motion carried unanimously.

Commissioner Cindy Morrison stated that the third repository bid is a bid in the amount of $250.00 from Stacey & Ronald Kramer for Parcel WN-574-722900-000 in the City of Warren. This property is located on Stone Hill Road with an assessed value of $1,527.00.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the repository bid from Stacey & Ronald Kramer in the amount of $250.00 for parcel WN-574-722900-000 in the City of Warren. Motion carried unanimously.

Proclamation – School Choice Week in Warren County: Commissioner Cindy Morrison read the proclamation for School Choice Week in Warren County. Commissioner Benjamin Kafferlin stated that he would like to see one addition to the proclamation to include home schooling options.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to proclaim the week of January 24, 2016 as School Choice in Warren County after amendments are made. Motion carried unanimously.

Erie Bank Account Approval: Treasurer Dennis Munksgard explained that with new signatures on the bank accounts Erie bank is asking that this be approved at a public meeting before we turn in the signature information.

Commissioner Cindy Morrison stated that the new signatures’ will be Commissioner Cindy Morrison, Commissioner Benjamin Kafferlin, Commissioner Jeff Eggleston, Treasurer Dennis Munksgard, and Deputy Treasurer Mona Saporito and the accounts are 00004185559, 00004192290, 00004347282, and 00004341863.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to remove the previous board as signatures on the Erie Bank accounts as presented to the new board of commissioners including the Treasurer, and Deputy Treasurer. Motion carried unanimously.

Citizens Comments/Concerns:

Ed and Karen Attwood spoke about the Winterfest and he is hoping that at least one if not all the current commissioners will take an active part in the Winterfest program. We are really trying to find a way to work with the Visitor’s Bureau to get our event promoted. Commissioner Jeff Eggleston stated that his father was active, and he too wishes to have further conversations with the group regarding Winterfest.

Troy Clawson stated that he has just been elected president of the Vacation Bureau and looks forward to working with the Commissioners; and also asked that the Atwood give him a call regarding Winterfest.
