Warren County Commissioners Public Meeting

January 8, 2020 12:00 p.m.

Main Courtroom

 

Commissioner Benjamin Kafferlin called the meeting of the Warren County Commissioners to order with Commissioner Tricia Durbin and Jeff Eggleston present.

Correspondence: Commissioner Benjamin Kafferlin stated that on the Chief Clerk’s desk is a letter to support the Historical Society along with the 2020 Inmate Care agreement with Forest County.

 

Public Comment:

 

Ed Attwood spoke to the board regarding 2020 Winterfest. He stated that the Commissioners need to get a team together to do the plunge as possibly that would get more people involved. Ed stated that last year we had 19 plungers, and in the beginning that number was as high as 120.

 

He also mentioned that the group needs help with the insurance, and asked if they could be a rider on the county’s insurance. Commissioner Benjamin Kafferlin stated that Mr. Atwood should speak with Mr. Decker at the WCCBI on the insurance issue as he feels it is not appropriate to do the rider with the county.

 

Ed Atwood then stated that years ago the county used to have a Recreation Director, that helped with much of the event, and the county should consider hiring this position again.

 

Ed Atwood then addressed Commissioner Tricia Durbin stating that this next issue has been discussed with the other two commissioners. He stated that he has an abandon well on his property that needs to be capped, and he cannot get anyone to address it with the guys in the business.

Minutes from the December 26, 2019 and January 6, 2020 Reorganizational Meeting: there are a couple of edits that need made.

 

Fiscal Report: Commissioner Benjamin Kafferlin stated that the balance in the general fund is $2,953,779 and in the Erie Bank is $449,326.

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve today’s agenda, the minutes from the meeting of December 26,2019, and January 6, 2020. Motion carried unanimously.

Resolution #3149 Postponement of Tax Duplicates: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Resolution 3149 allowing the postponement of tax duplicates for 2020. Motion carried unanimously.

 

Resolution #3150 Designation of Industrial Development Organization: Commissioner Benjamin Kafferlin stated that the designation of the Industrial Development Organization for the county has to be done each year. WCCBI has had this designation for many years and has done a great job, therefore, I am looking for a motion to approve their designation.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the designation of WCCBI as the 2020 Industrial Development Organization for Warren County. Motion carried unanimously.

 

Approve Scott Rose as Hazzard Mitigation point of contact: Commissioner Benjamin Kafferlin explained that the county must designate a point of contact for Hazzard situations and for the Hazzard Mitigation plan.

 

Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve Scott Rose as the Hazzard Mitigation point of contact for the county. Motion carried unanimously.

 

Repository Tax Bid(s): Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the repository tax bid of $905.00 from Lonny Eastman for parcel CY-005-311630-000. Motion carried unanimously.

 

Agreement between CYS and Avanco for the CAPS program: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the agreement with Avanco for the CCAPS program as presented in the CYS meeting on Tuesday, January 7, 2020. Motion carried unanimously.

 

Agreement with Dominion for additional voting machines: Commissioner Benjamin Kafferlin stated the county has received a proposal from Dominion for an additional twenty machines which will bring the total number of machines to 86; same as we had before.

 

Commissioner Benjamin Kafferlin went on to state that he has faith in Eric Hern and Nathaniel Schmidt, Solicitor to negotiate a fair agreement. With the primary right around the corner this is an urgent matter so that we can get the new machines in time for the primary.

 

Commissioner Jeff Eggleston stated that roughly the machines are $3,000 each and this will increase our lease payment approximately $5,000 per year.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Tricia Durbin to approve the amendment of our current agreement to include twenty additional machines. Also allowing Eric Hern, Fiscal Director and Nathaniel Schmidt, Solicitor to work with Dominion and sign on behalf of the county. Motion carried unanimously.

 

Personnel Report: Motion was made by Commissioner Tricia Durbin, seconded by Commissioner Jeff Eggleston to approve the Personnel Report as presented. Motion carried unanimously.
